SUMMARY:

Introduction: The acquisition of medicines within the scope of the Unified Health System (SUS) requires technical, regulatory, and ethical rigor. The handbook “Guidelines for the Acquisition of Medicines in the Public Sector”, published by the Federal Court of Accounts (TCU) in 2018, is a reference in the field, but recent legal changes, such as Law No. 14,133/2021, demand its updating and transposition into accessible digital formats. Objective: To develop and structure a self-instructional course, characterized as an Open Educational Resource (OER), for the SUS Virtual Learning Environment (AVASUS) platform, aiming to train professionals in the operationalization of public procurement of medicines in light of the New Bidding Law, infra-legal regulations (Decrees, CMED/ANVISA Resolutions, ICMS Agreements), and TCU jurisprudence. Method: This is an applied, qualitative research with a descriptive-exploratory objective, focused on technological production and grounded in Andragogy and Multimedia Learning Theory. The methodology is structured into five stages based on the ADDIE model, integrating document analysis through a predefined analytical grid of a TCU instructional handbook (2018), instructional planning via a competency matrix, didactic transposition, technical validation by specialized auditing, and the proposal of an indicator matrix. Partial Results: To date, the research has concluded the mapping of the regulatory framework, identifying the main divergences between the 2018 TCU handbook and Law No. 14,133/2021, highlighting the mandatory nature of electronic reverse auctions (pregão eletrônico) and the new rules of the Price Registration System (Decree No. 11,462/2023). The didactic transposition of technical content into dialogic language was performed, resulting in the structuring of the course's curricular architecture (competency matrix). Learning objects (videos, infographics, and clinical cases) were developed following the principles of Multimedia Learning Theory. The resource is currently in the evaluation phase for the AVASUS platform environment. Partial Conclusions: The research demonstrates that the didactic transposition of TCU jurisprudence is essential for modernizing health management, highlighting the urgent need for updates in light of Law No. 14,133/2021. The structure of the self-instructional course shows potential for democratizing access to technical knowledge, overcoming geographical barriers, and facilitating the understanding of complex topics such as the Price Registration System and the CAP. It is expected that the final product will serve as a decision-support tool, contributing to administrative efficiency and the strengthening of pharmaceutical assistance within the SUS.
