SUMMARY:

The democratization of knowledge and the strengthening of social control are essential elements for governance within the Brazilian Unified Health System (SUS). In this context, Information and Communication Technologies (ICT) and educommunication strategies emerge as powerful tools for intervention. This study aims to develop and evaluate a self-instructional Open Educational Resource (OER), entitled “Citizen Participation: Teaching SUS Health Councilors”, to be hosted on the Virtual Learning Environment of the SUS (AVASUS), with the purpose of training health councilors and citizens. This research is characterized as a methodological study with a mixed-methods approach (qualitative and quantitative), grounded in the principles of action research. The methodological pathway includes an exploratory phase and the planning of the instructional design, based on regulatory frameworks established by the Brazilian Ministry of Health and the Federal Court of Accounts (TCU). The technical and practical validation of the course will be carried out through non-probabilistic voluntary sampling, using online questionnaires administered to platform users, followed by descriptive statistical analysis. As research outcomes and products, the study includes the structuring of the learning pathway lesson plan and the development of two chapters — “The Health Council” and “Governance and Management in the SUS” — produced to integrate the handbook “Guidelines for Health Councilors” published by the Federal Court of Accounts. In accordance with the deliberative premise of action research, the project was presented at the 1st International Seminar on Research for Training and Qualification of the National Audit System of SUS (LAIS/UFRN) and at the 1st International SPESS Congress (UFPE). The adoption of active learning methodologies, combined with the use of plain language and the scalability of the AVASUS platform, consolidates a model of massive education capable of empowering civil society, promoting transparency and accountability, and transforming citizens into strategic partners within the public health system.
