SUMMARY:

The Federal Higher Education Institutions have a wide real estate heritage under their
responsibility, employed in carrying out teaching, research and extension activities, as well as
providing services to society. It is the competence of the Managers of these institutions to manage
this vast patrimony, in order to ensure that each property fulfills its social function, avoiding
possible deviations from the purpose, seeking the optimized occupation of each physical space and
preventing waste of public resources, for example. Thinking about this reality, the research has as
general objective to develop a management model for UFRN's immovable assets, following the
mechanisms and practices of public governance. For this, we have as specific objectives: 1. analyze
the policies and practices in the property management process of UFRN, identifying the
mechanisms of public governance in the institution; 2. verify the feasibility of proposing a
governance model for property management at UFRN; and, finally, 3. apply an action to improve
good practices for property management at UFRN, based on the results of previous analyzes. In this
context, governance mechanisms (leadership, strategy and control) and their guiding principles
(responsiveness; integrity; reliability; regulatory improvement; accountability and accountability;
and transparency) when applied in a practical way in the management of this asset , favor the
improvement of controls, monitoring the implementation of activities, compliance with regulations
and accountability to society. The research is classified as applied, descriptive and with a qualitative
approach, the method used in the investigation process being inductive. As a research strategy, it is
a Case Study. The techniques of data collection will come from: bibliographic and documentary
research, analysis of records in electronic files, participant observation, semi-structured interview
and focus group. Regarding data analysis, they will be interpreted through content analysis. As a
final product we intend to present a proposal for a governance model for real estate management
within the scope of UFRN.
