RESUMO:

The present dissertation has, as general objective, analyze the implementation of the "Daily Allowances and Passages Concession System" at the Federal University of Rio Grande do Norte, evaluating the efficiency that will be given to these types of processes. Your specific objectives are: (i) identify the barriers and failures in the bureaucracy of the current processes of Daily Allowances and Passages; ii) Characterize the Daily Allowances and Passages Concession System (DAPCS) as a values aggregation tool; iii) Compare the efficiency of the DAPCS in relation to the current tramitation and execution of the referred processes; iv) Identify the activities related to the implementation phase of the DAPCS and establish a strategic sequence for the execution of these activities, through contact with the Ministry of Planning, Budget and Management and UFRN’s Computing Superintendence. The present is justified, on the one hand, by the reduction of time and costs (Economicity), and, on the other hand, by the obligation of our institution to comply with the legal dictates established by the government (Legality). It intends to create subsidies for future researches on the studied subject, since it is a matter so little debated, but of immeasurable importance to the public institutions, who must be aware of their responsibility towards the society.

It developed from the experience and observation of the author in administrative procedures of his job environment (empirical research). It can also be characterized as an field research, exploratory, descriptive and explanatory, because it is used to obtain information about a problem (excessive bureaucratization of the daily allowances and passages processes), for which a hypothesis was formulated ( Implementation of the SCDP), through the description of the reality of the organizational environment in which the author is inserted, identifying the factors that causes the facts and phenomena of his job environment, as well as the services provision performed there. A comparative study was performed between the values required to purchase tickets for the current process model and the values achieved through the implementation of the DAPCS. We sought to establish a relationship between the implementation of the DAPCS and the compliance with several Principles of Public Administration, namely the Principles of Legality, Impersonality, Morality, Publicity and Efficiency, demonstrating the benefits brought to all involved, from the institution to citizens-clients. It is from this perspective that we seek to generate positive impacts and contributions.
