RESUMO:

This study arose from the intention to identify the main reasons for failure in procurement and contracting
 conducted through electronic auctions conducted at the Federal University of Rio Grande do Norte (UFRN).
 The choice of theme is justified by the high cost of the bidding process and by the time it requires. The 
overall objective is to identify what are the main causes of failure in procurement and contracting at the 
Federal University of Rio Grande do Norte, as conducted through biddings in electronic auctions. This goal
 was instrumented through the following specific objectives: I – to describe what steps are involved in the 
process of buying and/or procurement through bidding in electronic auctions ; II - to present the reasons
 why there were often failures in external and contractual phases of the electronic auction sessions held 
at the Federal University of Rio Grande do Norte between the years 2011 and 2015; III - to identify the 
perception of the service providers responsible for the demands of the main price quotation requesting
 units in relation to the procurement and/or contracting processes carried out at the Federal University of 
Rio Grande do Norte; and IV - to verify the perception of auctioneers in relation to the bidding process of 
electronic auctions conducted by the procurement sector of the Federal University of Rio Grande do Norte.
 Bibliographical research was employed to reach the first specific goal,  documentary research was 
used to achieve the second specific goal in consultation with the electronic auction sessions between 
2011 and 2015, and field research was used by applying questionnaires to two groups directly
 involved in the buying process to reach the third and fourth specific objectives, namely:  price 
quotation requesting units and officially designated auctioneers. In the first chapter, this work begins 
with the Introduction, where the initial considerations, the proposed problem, the objectives to be 
achieved and the rationale of this research are presented. Chapter two is devoted to the review of 
the literature that justified the research and which formed the basis for the analysis presented herein. 
Chapter three discusses the methodology used in this study. The fourth chapter is intended for 
presenting and analyzing the results obtained through the documentary and field research. This work 
is expected to contribute to improving the procurement processes, with a view to achieving greater efficiency in procurement and contracting carried out by the Procurement Sector of the Material and Property
 Board.
