RESUMO:

This study arose from the intention to identify the main reasons for failure in procurement and
 contracting conducted through electronic auctions conducted at the Federal University of Rio Grande 
do Norte (UFRN). The choice of theme justified by the high cost of the bidding process and by the time
 they require. The overall objective is to identify what the main causes of failure in procurement and
 contracting, the Federal University of Rio Grande do Norte, made through biddings in trading mode, 
this goal was instrumented through the following specific objectives: I - 
describe what steps is the process of buying and / or procurement through bidding in trading mode in
 its electronic form; II - to present the reasons and often there were failures in external and contractual
 phase of the trading session held at the Federal University of Rio Grande do Norte between the years
 2011 and 2015; III - identify the perception of responsible for the demands of the main requesters
 budget units in relation to the procurement process servers and / or contracts, carried out at the 
Federal University of Rio Grande do Norte; and IV - to verify the perception of criers in relation to 
the bidding process in the form trading carried out by the Federal University of Rio Grande do 
Norte bids sector. To reach the first specific goal was used the bibliographical research, to 
achieve the second specific goal was used documentary research in consultation with the trading 
sessions between the years 2011 and 2015 and to reach the third and fourth specific objectives was
 to search used field with questionnaires in two groups directly involved in the buying process, namely: 
requesters budget units and criers officially designated. In his first chapter this work brings the 
Introduction, where the initial considerations are presented, the proposed problem, the objectives to 
be achieved and the rationale of this research. Chapter two is devoted to the review of the literature 
that justified the search and which formed the basis for the analysis presented here. Chapter three 
discusses the methodology used in this study. The fourth chapter is intended for presentation and 
analysis of results obtained through documentary and field research. This work is expected to 
contribute to improvement of procurement processes, with a view to achieving greater efficiency in 
procurement and contracting carried out by the Procurement Section of the Material and Heritage 
Board.
