RESUMO:

The subject of this work is publicity with a focus on the Norms and Regulations of the Federal University of Rio Grande do Norte. This is a documental research analysis, based on an ethical reflection of Kant, that uses documentation concerning the internal regulatory standards established by the university Statute, General Bylaws, Resolutions and other legal institutional documents. Given its universal character and the principles that underlie this research, a more global view of the issue is needed. In that regard, this research also includes analyses of the Charter of the United Nations Organization (UNO) and the norms of regional organizations of which Brazil is a signatory, including the Organization of American States (OAS) and the Union of South American Nations (UNASUR). Considering that the principle of publicity is covered by the Brazilian 1988 Constitution and other legal norms that are hierarchically below the Federal Constitution, this analysis seeks to establish relationships with the foundations that underlie ethical reflections, having Kant’s categorical imperative of publicity as a principle. Its goal is, therefore, in light of the theoretical reference, analyze the implications of publicity contained in internal rules. Thus, this work is intended to be an alternative that proposes to improve transparency within the University and to contribute to a discussion for the improvement of the procedures of action in the management of the institution, showing up as a guiding instrument within the framework of an institution eminently democratic and collegiate in its statements and in its deliberations, moving toward becoming a reference of excellence in education, research, extension and innovation, thus sharing the benefits of this high quality with the University community and with society as a whole, continuing to receive recognition by the Ministry of education.
