SUMMARY:

One of the great challenges facing Public Administration is measuring its results. In this context, as an alternative for performance management in public service, the Performance and Management Program (Programa de Gestão e Desempenho - PGD) emerges as a contemporary management tool within the Federal Public Administration. It aims to increase productivity, performance, efficiency, and transparency in the public sector through flexible work arrangements and performance evaluations of both civil servants and units, aligning them with institutional goals. The Office of the Vice-Rector for People Management at the Federal University of Rio Grande do Norte (PROGESP/UFRN) is responsible for monitoring the results achieved through the execution of the PGD against the targets set for each unit. This serves to verify unit performance and prepare the annual PGD analysis report, which will support future decisions regarding the continuation of the Program. To conduct this monitoring and evaluation, it is necessary to define Program indicators, which do not yet exist. This study aims to propose PGD indicators based on a case study in a unit of PROGESP/UFRN. The study participants will be the civil servants assigned to this unit. This is an applied research project with a qualitative approach and an exploratory and descriptive purpose. A case study strategy will be adopted as the methodological framework, as it allows for an in-depth analysis of a contemporary phenomenon within its real context. Data collection will be carried out through three main techniques. First, during the exploratory phase of the research, an individual interview will be conducted with a manager involved in the organizational context under investigation to define the organizational unit where the case study will take place. Second, documentary analysis will be used to identify the target unit's main activities and deliverables. Third, a semi-structured focus group technique will be conducted using a pre-established thematic guide to foster a collective discussion about the activities developed by the studied unit and the proposal of PGD indicators. The focus group will be conducted in six consecutive steps: the first will be welcome and introduction; the second, contextualization of civil servants in the workplace environment; the third, analysis of the sector's activities and deliverables; the fourth, discussion regarding the PGD; the fifth, proposal and collective construction of PGD indicators; and the sixth, validation and final synthesis. Data analysis will be conducted using content analysis techniques as proposed by Laurence Bardin (2016), and the IRaMuTeQ qualitative analysis software will be used to organize and process the data. The results of this study are expected to contribute to the creation of a technical-technological product categorized as Management Process Development, consisting of an Indicator Matrix for Monitoring and Evaluating the PGD in the studied unit, aiming to support systematic program monitoring, aid managerial decision-making, and strengthen results-oriented management practices.
