SUMMARY:

This research analyzed the work dynamics involved in the monitoring of the fulfillment of academic goals and outcomes of type “B” projects, carried out by the Academic Project Monitoring Division (DFPA) of the Office of Planning of the Federal University of Rio Grande do Norte (PROPLAN/UFRN), within the context of the Management and Performance Program (PGD). The study was based on the assumption that different activities performed in the monitoring process present distinct levels of predictability, interdependence, and need for adaptation, requiring specific forms of work organization, verification mechanisms, and support chains compatible with their predominant dynamics. The relevance of the research lies in the need to improve work organization in performance-oriented public units, considering execution flows, verification mechanisms, and support chains associated with the different dynamics of activities. The general objective was to develop a framework applied to work organization, considering the dynamics of the monitoring activities investigated. Methodologically, the research was characterized as applied, descriptive, and qualitative in nature. Data collection was preceded by documentary research in internal records of the unit, especially in the Trello and Polare systems, and was carried out through a structured questionnaire applied to DFPA staff members, complemented by collective validation of the classifications. Data analysis was based on the Dynamic Work Design approach proposed by Repenning, Kieffer, and Repenning (2018), articulated with discussions on work agility and organizational resources. The results showed that the activities are mainly organized according to a predominantly sequential logic, structured by relatively defined flows and standardized procedures. However, informational ambiguities, documentary insufficiencies, and inconsistencies in the evidence analyzed were found to trigger an additional need for interaction and adaptation among those involved. The research identified the coexistence of predominantly sequential activities, sequential activities with collaborative activation by exception, and effectively collaborative activities. In addition, limitations related to the fragmentation of information across institutional systems and the recurring demand for manual data validation were found to increase the need for corrective activations throughout the workflow. As a technical-technological product, a guide was developed as an applied framework for analyzing and adapting work organization to the dynamics of activities. The framework includes activity mapping, classification of predominant dynamics, identification of triggers and checks, analysis of human and resource-based support chains, and the proposal of adjustments to the workflow. The study concludes that the improvement of monitoring activities depends less on the structural redefinition of activities and more on strengthening verification, monitoring, and support mechanisms distributed throughout the process, contributing to greater alignment between work organization, activity dynamics, and the institutional context.
