SUMMARY:

Public Higher Education Institutions have increasingly faced challenges in aligning their information technology initiatives with institutional strategic guidelines, especially in a context marked by budget constraints, organizational complexity, and the need for greater transparency and adaptability. Although
Information Technology Master Plans (PDTIs) have become central planning instruments, difficulties still persist regarding dynamic prioritization of demands, continuous monitoring of initiatives, and the articulation between planning and execution. In this context, project portfolio management acquires scientific, social,
administrative, and political relevance by contributing to improved institutional governance and the effectiveness of IT actions in public universities. The main objective of this study is to apply the GA2P Framework as an agile project portfolio management model applicable to the Information Technology Master Plans of Public Higher Education Institutions. The research seeks to answer the following question: how can the GA2P Framework be adopted to meet the specificities of public higher education institutions within the context of their IT Master Plans, considering the empirical foundations of Scrum? The theoretical framework is based on classical and hybrid portfolio management models, particularly the PMI’s The Standard for Portfolio Management, Lean Portfolio Management, approaches based on OKRs and Value Stream Management, and especially the Scrum principles of transparency, inspection, and adaptation. Methodologically, the study is characterized as applied, qualitative, exploratory-descriptive, and developed through a multiple case study in two higher education institutions, referred to as HEI-A and HEI-B, whose IT Master Plans are in the final stage of development. The framework configuration will be carried out with the participation of specialists and institutional managers through interviews, focus groups, and content analysis. As a technical-technological product, the study presents the GA2P Framework configured for the context of higher education institutions, structured as a support instrument for prioritization, monitoring, and continuous adaptation of the IT project portfolio. Its main contributions include translating Scrum’s empirical foundations to the portfolio level, proposing more responsive governance mechanisms, and creating a model applicable to IT Master Plans.
