Mental Health at Work in Micro and Small Enterprises: Guidelines for Compliance with NR-1 and a Proposed Practical Implementation Guide

Mental health in the workplace has become a strategic dimension of organizational management, particularly due to the growing relevance of psychosocial risks and their impacts on productivity and socioeconomic costs. In the context of micro and small enterprises (MSEs), these challenges are intensified by structural limitations, managerial overload, and limited capacity to implement systematic risk management practices. The update of Brazilian Regulatory Standard No. 1 (NR-1), which incorporates occupational risk management, including psychosocial factors, expands organizational responsibilities and highlights the need for accessible operational tools. This study aims to analyze the challenges of implementing NR-1 guidelines in MSEs and to propose a compliance guide adapted to this context. It is an applied, exploratory study with a qualitative approach, based on literature review, normative analysis, and empirical data collection through questionnaires administered to business owners. The results reveal a low level of awareness of regulatory requirements, difficulties in identifying psychosocial risks, and a lack of practical implementation tools. As an outcome, a compliance guide was developed using accessible language, including an operational checklist, practical guidelines, and maturity levels. It is concluded that integrating academic research with a technical product enhances the effectiveness of NR-1 and supports the promotion of workplace mental health in MSE.
