SUMMARY:

Brazilian public administration faces the continuous challenge of aligning operational efficiency with regulatory compliance. In the context of the Federal Institute of Education, Science and Technology of Rio Grande do Norte, the institutional diagnosis revealed stagnation in strategic indicators for risk and process management, attributed to cultural resistance and the lack of integrated systems. This work aims to develop and validate a methodological solution for Risk-aware Business Process Management (R-BPM), specifically adapted to the reality of Federal Educational Institutions. The research is classified as applied and uses the Design Science Research method. The exploration phase included a Systematic Literature Review based on the PICo protocol, which highlighted a scarcity of R-BPM models applied to the public educational sector in scientific literature. Therefore, an R-BPM model is proposed, designed to integrate the guidelines of BPM CBOK v4 and the ABNT NBR ISO 31000 standard. Named the PDRIM Guide, this artifact provides for the rationalization of controls directly into the workflow and the use of visual tools, such as Canvas and integrated Dashboards, to overcome adoption barriers. Its validation will be conducted through a simulated pilot project with key processes, evaluated under the dimensions of Effectiveness, Transparency, and Ease of Use. As expected, the PDRIM Guide aims to offer a viable alternative for evidence-based management, potentially contributing to the unlocking of institutional indicators and the strengthening of public governance.
