SUMMARY:

The Federal University of Rio Grande do Norte (UFRN) routinely faces audit demands from oversight bodies such as the Federal Court of Accounts and the Office of the Comptroller General, especially regarding indications of irregularities such as the accumulation of positions and conflicts of interest. Within UFRN, the Coordination of Procedural Advisory and Accumulation of Positions (CAPAC), linked to the Pro-Rectory of People Management, is responsible for investigating these indications. However, CAPAC has encountered difficulties in completing investigations within reasonable timeframes. The proposed research aims to develop a normative resolution to improve the efficiency and transparency of processes at CAPAC, through the joint interpretation of norms from the Code of Civil Procedure (Law No. 13,105/15), the Law of Introduction to the Norms of Brazilian Law (Decree-Law No. 4,657/42), and the Administrative Procedure Law (Law No. 9,784/99). This is an applied, descriptive, and predominantly qualitative research, using action research and case study strategies. The research will be conducted in six stages: a) listing administrative processes at CAPAC from 2021 to 2024 to verify their processing time; b) annually selecting the 50 processes with the longest processing times; c) analyzing the possible factors hindering procedural speed in the selected processes; d) researching applicable norms in the Code of Civil Procedure and the Law of Introduction to the Norms of Brazilian Law; e) jointly interpreting the researched norms with the provisions of Law No. 9,784/99; and f) finally, developing a normative resolution proposal for CAPAC based on the joint interpretation from step ‘e’.
