CONTINUOUS IMPROVEMENT IN THE PROCESS OF AMENDMENTS TO ACADEMIC LEGAL INSTRUMENTS (PAIJA) AT UFRN: A CASE STUDY USING THE A3 REPORT

The Brazilian State Managerial Reform, implemented since 1995, has brought the demand for efficiency and effectiveness to public administration, which has adopted a results-based management model, including the use of lean production principles. However, the challenge is to maintain improvements systematically, especially due to the difficulty in promoting organizational awareness focused on continuous improvement. This work aims to propose continuous improvement in the Process of Amendments to Academic Legal Instruments (PAIJA) at UFRN, through the application of the A3 Problem Solving Report tool. It is a qualitative, descriptive, and applied research, using the case study as a methodological procedure. Data collection was carried out through questionnaires, unstructured interviews, focus groups, and documentary research; the treatment used the techniques of documentary and content analysis. As a result, the improvement was carried out in the Process of Elaboration and Approval of the Work Plan (PEAPT), a guiding document of PAIJA. As a result of this improvement, the PEAPT was changed and a significant reduction in the return of the work plan for adjustments is expected, from 77% to 47%. For this, the new Work Plan model was implemented, and the problem solution was systematized and documented in the A3 Report, the final product of this work. Throughout this cycle, new problems were identified as objects of future improvement cycles. This study concludes with the identification of advantages, difficulties, and learnings experienced by the research subjects and the suggestion of creating a process continuous improvement working group.
