Conceptual framework for integration between governance and management structures: application in the processes of unfolding and aligning organizational strategy in a Regional Labor Court.

To enable regulatory compliance and policy implementation, public administration structures and models have been updated and become increasingly complex. The strategies formulated by organizations, based on mission, values and vision of the future, include a major challenge, which is to unfold them into effective actions that result in adequate organizational performance expected by society, maintaining strategic alignment between all its structures and layers. Based on this perception and the identification of an organizational problem in the context of the structures and mechanisms of governance and management of the Tribunal Regional do Trabalho da 21a Região, this work proposes to present an artifact or proposal for a solution applicable to the organization researched, using as a reference methodological Design Science Research (DSR). In this way, the organizational problem was identified and its institutional and scientific relevance was characterized through documentary research, participant observation and literature review; three problem situations were selected, from which a problem solution cycle will be carried out to define and validate the artifact, concluding the research referenced by the DSR with reflections and definitions of classes of problems in which the proposed artifact can be applied. The final result is expected to be a conceptual framework that presents the main organizational structures, their relationships and interdependencies, allowing a better understanding and performance of the strategy deployment and alignment processes in the researched body.
