SUMMARY:

Some changes that have occurred since 2018, resulting from government policies and legislative initiatives, show new trends in people management in public organizations, within a context that reaches the Federal Higher Education Institutions. Such complications point to scenarios of limitation in the entry of civil servants, in addition to new requirements in the preparation of the public workforce for changes and replacements in service, demonstrating needs related to the optimization of human resources. In this sense, approaches to organizational flexibility and the development of skills related to adaptability and autonomy take shape as a reactive strategy, integrating work training initiatives and experiential training practices in the public service, such as job rotation. Considering this panorama, the research has the general objective of identifying and analyzing the policies and practices of the Federal University of Rio Grande do Norte (UFRN) in the development of skills related to functional flexibility for the position of Assistant in Administration, target of the investigation, meeting the demands of functional adaptability. In the same line of investigation, the research still turns to the new precepts of the National Policy for the Development of People implemented by Decree no 9.991/2019. The study can be classified as descriptive, case study, applied in nature and predominantly qualitative. As for data collection instruments, as a first step, bibliographical and documentary sources were used to perform the initial immersion in the researched environment, through the identification and analysis of UFRN's strategic documents, such as the Institutional Development Plan 2020-2029 and of the 2019-2023 Management Plan. The second stage of the research will be directed to the collection of primary data, going through the process of deeper immersion in the investigated environment, through an interview, with a qualitative analysis approach, and a questionnaire, with a quantitative and qualitative analysis approach. For the presentation of the convergence of the results from all the information collected, it is intended to use the methodological triangulation as a strategic procedure. As a final product, and based on the results achieved, it is intended to model an initiative that has the potential to develop competences related to functional adaptability for the UFRN Administration Assistant, through more autonomous learning  processes.
