RESUMO:

Unsustainable patterns of production and consumption actually has caused several environmental imbalances. The urgency of change these standards promotes research, debates and national and international environmental agendas. In this context, the Public Administration should not move away from your duty to promote sustainable national development through Sustainable Public Procurement. In this aspect the greater responsibility are from the universities, by virtue of the fundamental role what creates in the social and professional formation of individuals, besides being a large-scale consumer, capable of promoting the offer of sustainable products and services. Thus, the question comes up: the Universidade Federal de Rural do Semi-árido has adopted sustainable criteria in yours bidding documents, contributing to the promotion of sustainable development disposed in the clause 3º from General Law of Biddings? To answer the question, this work proposed to make a diagnosis in the processes of acquisition of material goods and in the contracting of services through the analysis of bidding documents, in order to verify whether sustainable criteria are being included. The survey will cover the period from 2016 to 2018, based on a methodological script created on the basis of existing normative instructions, guides and sustainable procurement manuals. It will also analyze the institution's Sustainable Logistics Plan, with the objective of verifying your goals and examine your results, from the year of its publication (2013) until the last activity report published (2017). Lastly, a Sustainability Purchasing Guide will be developed to support the inclusion of sustainable criteria in bidding documents. The research will be applied as to its purpose, being exploratory and descriptive to yours objectives, presenting a qualitative approach.
