SUMMARY:

With the redemocratization of Brazil, denunciations against oppression and poverty made by social movements played a decisive role in the reorganization of citizenship rights. This process culminated in the 1988 Constitution and, subsequently, in the creation of the Statute of the Child and Adolescent, both guided by the Doctrine of Integral Protection. Several mechanisms emerged to implement the protection and defense of this population, one of which was the Tutelary Council (CT). By law, each municipality must have at least one CT, as a permanent and autonomous, non-jurisdictional body responsible for ensuring the fulfillment of the rights of this population. The social agent in charge of enforcing the Statute of the Child and Adolescent is the Tutelary Counselor. Despite their important role in society, they do not receive the necessary recognition, especially from the Public Authorities, facing the deterioration of the System for Guaranteeing the Rights of Children and Adolescents (SGDCA). Thus, several factors interfere with and affect the work of these professionals. In Natal, there are four Child Protective Services (CTs), although the recommended number is one for every 100,000 inhabitants. This, coupled with high rates of violence against this population, leads to an overload of work. Therefore, this study aims to analyze the experiences of child protective services counselors in Natal. To this end, we used semi-structured interviews, addressing their career paths, work context, the meaning, significance, and drama of their work, as well as investigating their coping mechanisms and resistance. Subsequently, this material was transcribed and, with the aid of the QDA Miner software, will be categorized. The analysis will focus on areas of dramatic conflict. Thus, based on the analyses, it will be possible to understand the experiences of these workers and systematize data on child protective services counselors in Natal, in order to understand their demands, tensions, and advocate for public policies.
