SUMMARY:

This study analyzes how extreme weather events such as droughts, dry spells, waterlogging, flooding, and flash floods affects income, labor, education, health, and food security indicators in the municipalities of the Caatinga biome, comparing the years 2010 and 2022. The study utilizes secondary socioeconomic data from the Demographic Censuses of the Brazilian Institute of Geography and Statistics (IBGE), the National Institute for Educational Studies and Research Anísio Teixeira (INEP), DATASUS, the Food and Nutritional Surveillance System (SISVAN), and disaster records from the Integrated Disaster Information System (S2ID), classified according to the Brazilian Disaster Codification (COBRADE), for a sample of 1,076 municipalities within the biome. The applied methodology adopts a panel data model with two-way fixed effects (municipal and time) estimated via first differences. The dependent variables are organized into four thematic blocks: income and labor (poverty and extreme poverty, employment and unemployment rates); education (school dropout); health (fertility and infant mortality); and food security (low weight-for-age in children aged zero to two years), controlled for population size, fiscal indicators, and municipal water infrastructure. The research is grounded in the theoretical framework of environmental and climate justice, which posits that social and institutional processes construct socio-environmental vulnerability and distribute it unequally across territories and social groups, exploring how the population of the Caatinga is impacted by this process. The results reveal asymmetries in climate impacts based on population size and the budgetary capacity of the municipalities, providing empirical evidence to inform the formulation of public policies aimed at reducing socio-environmental vulnerability and promoting sustainable human development in the region.
