SUMMARY:

Knowledge Management is a strategic process focused on the creation, sharing, retention, and application of organizational knowledge, contributing to the enhancement of institutional performance. In the context of public higher education institutions, its adoption fosters the strengthening of university management, the preservation of organizational memory, and the continuous improvement of organizational processes. Against this backdrop, this research aims to develop and validate strategic guidelines designed to raise the Knowledge Management maturity level at the Trairi Faculty of Health Sciences of the Federal University of Rio Grande do Norte. Specifically, the study sought to measure the Knowledge Management maturity level; identify strengths, weaknesses, and critical factors influencing its institutionalization; assess organizational readiness for its implementation and sustainability; and develop and validate strategic guidelines regarding their suitability to the institutional reality, clarity, implementation feasibility, priority, and potential contribution. This is an applied, exploratory, and descriptive study conducted as a case study using a mixed-methods approach. The methodological process was guided by the Intelligence Audit Method. Data collection involved administering the Instrument for Assessing Knowledge Management in Public Administration to the institution's administrative staff and conducting a focus group to validate the strategic guidelines. Quantitative data were analyzed using descriptive statistics and maturity level classification based on the Knowledge Management Model for Brazilian Public Administration, while qualitative data underwent content analysis using the thematic analysis method. The results revealed that the institution has an overall maturity level classified as Refinement, indicating relatively institutionalized Knowledge Management practices, although weaknesses persist regarding governance, competency-based management, knowledge retention and sharing, inter- sectoral collaboration, inter-institutional learning, information system integration, and results monitoring. It was also found that the institution possesses organizational conditions favorable to the implementation and sustainability of Knowledge Management. Based on these findings, strategic guidelines were developed and validated; these are considered suited to the institutional context, clear, feasible to implement, and highly capable of contributing to raising the institution's Knowledge Management maturity level. As its primary contribution, the research provides a technical product designed to support the planning, implementation, and monitoring of initiatives aimed at strengthening Knowledge Management in public higher education institutions.
