Digital communication in public educational institutions faces significant challenges related to information organization, communicational clarity, and meeting the needs of diverse audiences. This research proposes an integrated approach for content reorganization in institutional portals, exemplified by the IFRN Portal, based on the articulation of three theoretical pillars: Digital Public Communication, Information Hierarchy, and Plain Language. The general objective is to develop specific guidelines for improving User Experience on the IFRN Portal, considering the informational needs of four identified profiles: External Community, Faculty, Technical Staff, and Students. The methodology adopts an integrated qualitative approach, combining documentary analysis focused on informational needs, benchmarking, and applied product development. The theoretical framework articulates contributions from Information Science, Communication, and Interaction Design to demonstrate how the hierarchical organization of information, based on criteria of order, priority, and sequencing, can be integrated with principles of communicational simplification and the responsibilities of digital public communication. The results include an integrated conceptual model that demonstrates the synergies among the three theoretical pillars, a detailed methodological specification for investigating and implementing improvements, and the development of a technical guide with practical guidelines for content reorganization. The theoretical contributions lie in the synthesis of domains traditionally treated in isolation, offering an institutional communication model that simultaneously considers technical efficiency, communicational clarity, and democratic responsibility. The methodological contributions include an applied research approach that balances academic rigor with practical relevance, demonstrating how different methods can be combined to address complex institutional communication problems. The practical contributions consist of implementable guidelines that translate academic knowledge into concrete recommendations for improving institutional portals, including technical specifications and implementation procedures. The research demonstrates that excellence in digital institutional communication requires an integrated consideration of technical, communicational, and democratic aspects, offering a replicable model for other institutions within the Federal Network. Future perspectives include a research agenda encompassing implementation studies, experimental validation, generalization to other contexts, and the development of public policies for democratic digital communication.

The global scenario of environmental degradation and the risk of resource depletion highlight the urgent need for strategies that reconcile human development with environmental preservation, thereby fostering sustainability. In this context, information emerges as a key resource for supporting the planning, monitoring, and evaluation of sustainable actions, while also guiding decision-making and encouraging social participation. Information management (IM) plays a central role in organizing and disseminating data, ensuring its efficient use and supporting decision-making processes. Closely linked to this concept, informational sustainability emphasizes the importance of producing and using information in alignment with the principles of sustainable development. In the Brazilian public sector, Sustainable Logistics Plans (PLS) were established as strategic tools to promote sustainable practices within organizations. At the Federal University of Rio Grande do Norte (UFRN), monitoring of the PLS has revealed challenges of communication, integration, and effectiveness, pointing to weaknesses in the management of informational flows (IF). Against this backdrop, this study aimed to propose improvements to the IF in UFRN’s PLS monitoring process, based on the principles of informational sustainability, with the goal of optimizing monitoring practices and fostering a more integrated, efficient, and sustainable information management approach. The research was designed as a qualitative, exploratory, and descriptive case study, supported by document analysis, direct observation, and interviews with members of UFRN’s PLS Management Committee, in addition to a literature review conducted in databases such as BRAPCI, BDTD, the CAPES Journal Portal, Google Scholar, and selected books, which provided the theoretical foundation. Content analysis was employed as the analytical technique. The findings revealed that the IF of UFRN’s PLS monitoring process includes the stages of identifying informational needs, data collection, processing, analysis, organization, storage, retrieval, dissemination, monitoring, and use. However, several weaknesses and barriers were identified, including communication gaps, inadequate information representation, limited access, terminology issues, lack of technical expertise, work overload, organizational culture, technological constraints, and problems related to time and information obsolescence. Despite these limitations, practices of information management aligned with aspects of informational sustainability were also observed. The main contribution of the study was the proposal of a continuous, feedback-driven informational flow model, developed in response to the identified weaknesses and grounded in the stages of Dutra and Barbosa (2020), widely recognized in IM literature, as well as in the principles of informational sustainability. Among the proposed improvements, the study highlights the implementation of a new module within UFRN’s Integrated Management Systems, similar to existing systems such as SIPAC, SIGRH, and SIGAA, capable of automating data collection and processing, integrating records from different systems, standardizing presentation, issuing automatic alerts, enhancing transparency, and strengthening dissemination and social engagement. Additionally, the study recommends offering training on the PLS for the academic community and institutional managers, with the aim of fostering better understanding of the plan and its importance. It is expected that the proposed suggestions will contribute to consolidating a more standardized, integrated, and sustainable IF, capable of expanding the reach of UFRN’s PLS initiatives and serving as a reference for other public institutions. Furthermore, this study seeks to advance both theoretical and practical discussions in Information Science, particularly in addressing challenges related to sustainability.

Understanding how the perceptions of faculty researchers at the Federal University of Rio Grande do Norte's Technology Center influence their scientific publishing practices was the central objective of this study, particularly regarding the choice between publishing in open or restricted access. Based on the premise that Open Science represents a paradigmatic shift in the production, sharing, and dissemination of knowledge, the research investigated how these researchers understand and relate to this movement. A case study method was adopted, combining scientometric analysis of the scientific production of a stratified sample of faculty and the administration of a structured questionnaire to representatives of the Center's 12 departments, which offers 15 undergraduate programs and 14 graduate programs. The results showed that, although many faculty demonstrate familiarity with concepts related to Open Science, most publications still occur in restricted access journals. Statistical analysis indicated no significant association between positive perceptions of Open Science and the effective adoption of open access practices, revealing the influence of institutional, disciplinary, and academic evaluation factors on these decisions. The study identified barriers such as lack of incentives, technical difficulties, and fear of data exposure, and presented guidelines for creating an institutional action plan that includes training, integration of academic systems with repositories, review of faculty evaluation criteria, and encouragement of open publishing. The research contributes to understanding the dynamics underlying the adoption of Open Science in Brazilian public institutions, providing insights for more effective policies aligned with the democratization of scientific knowledge.

Databases are an important resource for the management of scientific information. In this context, the general objective of this research is to propose improvements to the Base de Dados Pesquisas Arquivísticas Brasileiras (PAB), aiming to enhance support for research activities and scientific production in the field. The specific objectives are: to elaborate a diagnosis of the current situation of the database; to identify models, requirements, and standards for digital scientific environments; and to apply the benchmarking technique to identify best practices in consolidated databases. The adopted methodological approach consists of an inductive, qualitative approach, utilizing the case study and comparative methods. Regarding the objectives, the research has an exploratory-descriptive character. The data collection technique includes bibliographic research (through books, journals, articles, and websites), in addition to semi-structured questionnaires, and the benchmarking technique for the analysis of online environments. The subjects of the research are the coordinators of the PAB and its nine collaborators. In the end, it is intended to elaborate a set of suggestions to improve the PAB, as well as develop a booklet containing methodological and strategic guidelines for the design, implementation, and maintenance of scientific databases.

Population aging and the growing presence of institutions on social media bring to light how older adults access, understand, and engage with scientific content in these environments. This dissertation aimed to suggest the Appreciative Inquiry of Action-in-Action Method as a strategic consulting model for engaging older adults with scientific content at the Instituto do Envelhecer/UFRN. The research is justified by the need to recognize this audience as active interlocutors, to identify barriers to comprehension and navigation, and to transform perceptions into applicable institutional communication guidelines. The study is grounded in the fields of scientific communication and information mediation, articulated with the Appreciative Inquiry of Action-in-Action. A qualitative approach was adopted in three complementary phases: diagnosis and sensitive listening to participating older adults through a questionnaire with open-ended questions, development of an Organizational Consulting Guide based on the collected narratives and on the appreciative stages of Discovery, Dream, Design, and Destiny, and creation of support tools for the practical application of the method by the team. Data analysis was conducted through meaning analysis, associated with the principles of the Appreciative Inquiry of Action-in-Action, which enabled an understanding of frequent difficulties and recognition of the conditions that favor participation. The results showed a willingness to interact when the digital environment provides clarity, predictability, and recognition of the older audience, and they indicated paths for adjusting content, format, and publication routines. As a technical product, an Organizational Consulting Guide was delivered, containing operational guidelines and accompanied by support tools that detail procedures and materials for daily use. Together, these elements contribute to enhancing institutional scientific communication, expanding the engagement of older adults, and strengthening a culture of inclusive and collaborative communication.

This research stems from the following question: how can mapping the most demanded information support the improvement of the informational content available on the institutional portal of the Federal University of Rio Grande do Norte (UFRN), contributing to the optimization of services at the Administrative Secretariat of the Rector’s Office (GR/SECADM)? It is assumed that organizing and providing frequently asked questions and institutional answers, derived from the mapping of utility information, can serve as a feasible solution for quick access to relevant content, reducing repetitive queries and allowing GR/SECADM to focus on strategic activities. The study is justified by the need to enhance the management of utility information within the institution, promoting greater user autonomy and optimizing access to fragmented or unaddressed content across various institutional websites. Methodologically, it is a qualitative, exploratory, and applied research, based on the inductive method and conducted through a monographic procedure. Data collection was carried out through documentary and bibliographic research, complemented by participant observation, considering the researcher’s involvement in the investigated environment, and by the analysis of informational demands directed to GR/SECADM. The theoretical framework is grounded in Institutional Communication, Information Management, and Content Curation, which provide support for the analysis and interpretation of the findings. The research contributes to Information Science by proposing curation and management strategies applicable to utility information in the context of public university administration.

Recognizing the library as a political device is fundamental for advancing as a theoretical and professional field, with a view to humanizing our society, which is unjust and unequal. For Marx and Engels, society is divided into two opposing poles: on one side, the bourgeois class – which owns the means of production – and on the other, the working class, which sells its labor power in exchange for a wage that, in large part, is insufficient and does not meet people's basic needs. This theoretical work aims to discuss how counter-colonial thought contributes to broadening the reach of the Popular and Community Library in terms of conceptualization and action in society. Furthermore, its specific objectives are: a) To highlight the conservative bias of Library Science from the perspective of the traditional public library, which has historically been aligned with the dominant and colonialist power; b) To analyze the theoretical contributions of the counter-colonial perspective, aiming to relate them to Library Science studies from the perspective of alternative libraries (popular and community libraries). c) To develop an informative booklet that promotes the appreciation and dissemination of alternative (popular and community) libraries as devices for critical, political, and social action. Regarding a methodological framework for constructing and developing our language based on the idea that the philosopher Paul Feyerabend addresses in his texts, epistemic anarchism, a critique of the rationalism and positivism of science that promotes epistemic plurality, thus producing an encounter in this text between traditional knowledge (philosophies of the South) and Library Science. Finally, we conclude that a counter-colonial Library Science is conceptually placed within the so-called germinating words, which form the four fundamental premises: confluence, sharing, involvement, and biointeraction – these premises give rise to a series of products and services that can be provided by libraries in general. Furthermore, it is necessary to train professionals in this same perspective. Therefore, it is necessary to produce a primer that presents this counter-colonial Librarianship, so that praxis can be promoted within the counter-colonial paradigm.

Contemporary society is immersed in a vast network of data, which, in itself, does not represent information until it is processed and contextualized. In the context that involves the organizational environment, information can be understood as production consumption and a generating element of products and services and, therefore, one of the challenges today is precisely to organize, process and disseminate information with a view to supporting decision-making and promoting innovation in organizations. Therefore, Information Management, essentially, in the public sector, aims to ensure that information is managed effectively and efficiently, with the aim of promoting the quality of governance. The analysis of the information flow aims to contribute to offering a quality service, as it provides an evaluative study of the stages of the process, identifying obstacles and proposing suggestions for improvement. Thus, the study's general objective is to analyze the informational flow of vacancies in the simplified selection process for substitute/temporary teachers in federal higher education, with a view to identifying opportunities for optimization in light of the principles of Information Management. And, as specific objectives, we seek to: (a) understand how communication occurs between the Permanent Institutional Development Committee, the Departments and Specialized Academic Units and the Competition Coordination for sending information and documents related to the informational flow of the request processes, creation and availability of vacancies; (b) identify aspects related to Information Management that contribute to efficiency in the information flow, aiming to highlight practices and procedures that promote the agility and effectiveness of the process; (c) identify possible barriers or obstacles in the information flow during the selection process, such as delays in the dissemination of information or inadequate communication between those involved; and (d) propose the restructuring of the existing information flow regarding substitute/temporary professor vacancies in federal higher education teaching at the Federal University of Rio Grande do Norte. It will use a methodology characterized as applied research, of a qualitative and classified nature, according to the objectives, such as explanatory and exploratory. It will have employees from the Permanent Institutional Development Committee, the Competition Coordination and the heads of departments and Specialized Academic Units as the study universe. To define the research samples, non-probability sampling was chosen, for convenience, which will respond to the interview, aiming to meet the outlined objectives. Thus, the research is justified by its social relevance and contributes to achieving quality in the services offered by the Federal University of Rio Grande do Norte, since it advocates the evaluation and, consequently, the improvement of an already existing service. Furthermore, the study is appropriate for the academic field, as it will enable consultations and debates among those interested in the topic.

Information management systems are essential for the functioning of libraries. In addition to supporting various library activities, they aim to provide users with access to the information potentially contained in the collection. Therefore, it is known that systems undergo updates and require periodic evaluations to verify whether or not they meet the demands of the information unit. BookWeb, the system used in the libraries belonging to Faculdades Nova Esperança, the locus of this research, will be analyzed, identifying the details of its operation. Therefore, through this analysis, bibliographic survey, and search strategies, the potential of the study in terms of updating evaluation guidelines can be glimpsed. The objective is to propose guidelines for the evaluation of information management systems in university libraries. The research is bibliographic and exploratory in nature, consulting national and international databases to construct the theoretical framework, in addition to the action research technique to obtain information from the functioning of BookWeb, aligning theory and practice. This includes qualitative and thematic analysis, after applying questionnaires to librarians, identifying gaps, aiming at improvements, and supporting the construction of evaluation guidelines for library information management systems, which is the final product. On the other hand, there was a lack of recent literature on system evaluation, in addition to gaps found in the functioning of the BookWeb system. In summary, we believe in the potential of the proposed evaluation for more efficient management, resulting in efficient improvements that meet the information needs of the community.

Considering the high number of syphilis cases reported in Brazil in recent years and the relevance of studies on health information, this research analyzes the informational behavior of people diagnosed with syphilis and investigates the barriers faced in the process of seeking information on prevention, treatment, and management of the disease. The analysis is conducted from the perspective of informational behavior studies in Information Science and its intersections with the health field. This is an applied research, with a qualitative approach, whose data collection was carried out through bibliographic research and interviews. The sample consisted of people treated at the Institute of Tropical Medicine of Rio Grande do Norte, with different sociodemographic profiles, including elderly people, pregnant women, cisgender women and men, and transgender people. Data analysis followed the Collective Subject Discourse (CSD) method. The results highlight informational gaps, where filling these gaps is hindered by barriers related to the search, access, and use of information, organized into three interrelated dimensions. In the cognitive dimension, difficulties related to the processing and understanding of health information were observed, especially among people with low health literacy. In the emotional dimension, barriers such as fear, guilt, shame, and stigma inhibit engagement in the active search for information. In the social dimension, structural factors – such as gender determinants, low education levels, and digital exclusion – limit access to, interpretation of, and use of information. Furthermore, the infodemic acts as an aggravating factor, undermining trust in sources and hindering the identification of reliable information. Given these findings, it becomes necessary to consider these particularities and adapt health communication to promote greater accessibility and social inclusion. In this sense, the informational product developed in this work consists of a set of educational brochures created with simplified language and resources that favor the understanding and use of information by the largest possible number of people, including illiterate elderly people, pregnant women, adult men, and transgender women. The results of this study highlight the difficulties in accessing, using, and understanding information across the different profiles served. These results provide insights and contribute to the development of more inclusive materials.

Open Science constitutes a new paradigm for producing and communicating scientific knowledge, guided by principles of transparency, collaboration, reproducibility, and increased social impact of research. Considering the need to equip health professionals to operate within this ecosystem, this study aimed to define the characteristics of an Open Science Competency Development Program designed for medical, medical physics, and multiprofessional residents at the Liga Norte Riograndense Contra o Câncer. This is a mixed-methods study, exploratory, descriptive, and propositional in nature, based on a literature review and the application of a semi-structured questionnaire to identify residents’ knowledge, perceptions, and practices related to Open Science. Twenty-five residents participated in the study. The results indicate that, although most participants report possessing basic or intermediate knowledge on the topic, significant gaps remain regarding essential concepts, practices, and tools—particularly in the use of repositories, preregistration, open licenses, and responsible data-sharing procedures. Lack of knowledge about these elements was identified as the main barrier to adopting open practices, despite unanimous agreement that Open Science contributes to improving research quality. The most frequently suggested initiative to promote its adoption was the provision of training, for which 96% of participants expressed interest, preferably in an asynchronous online format. Based on these findings, the Open Science Competency Development Program was designed, consisting of a course structure, structured teaching plans and a prototype of an online course hosted on Google Classroom. The program may be incorporated by the institution as part of the residency curriculum or offered as supplemental training, and it also represents a replicable model for other health institutions seeking to strengthen practices aligned with Open Science.

The information society stands out for having information as one of its main resources and for the intensive use of digital technologies in various areas, driving social, economic, and scientific innovation. However, these technologies, in addition to facilitating innovative processes, present significant challenges, such as information overload and the need for efficient organizational processes. In this scenario, organizations, as crucial components of this society, need to develop strategies to promote information management in the most effective and efficient way possible. Therefore, information management, combined with the implementation of digital platforms that emphasize information usability processes, is crucial for the competitiveness and efficiency of organizations. The overall objective of this research was to implement a prototype website, applying visual resources to facilitate the understanding of organizational processes and access to information by employees of Agência Pan, an organization that provides advertising and marketing services. To achieve this objective, the following specific objectives were outlined: 1. Identify the main processes of the organization, prioritizing one for mapping; 2. Map the prioritized process; 3. Define the functional and technical requirements for the development of the digital platform, focusing on the usability and effectiveness of visual resources; 4. Develop multimedia content; 5. Develop the digital solution in the form of a website; and 6. Present the prototype of the developed solution to employees. The research is characterized as social, applied in nature, exploratory, and descriptive. It adopts the inductive method and uses a quantitative and qualitative approach. As for technical procedures, the Design Science Research method was applied. Four instruments were used for data collection: documentary research, semi-structured interviews, focus groups, and questionnaires. The results showed that, although some of the agency's processes were already recorded in digital media, the information remained scattered and poorly standardized, which led employees to preferentially resort to informal consultations, such as colleagues or leaders. A preference for visual, sequential, and centralized content, such as flowcharts, videos, tutorials, and step-by-step guidelines, was also identified. Based on this evidence, Pan Colab was developed, a website structured to integrate, organize, and make available the organization's processes, documents, and strategic materials using multimedia resources. The solution demonstrated potential to strengthen information management, support organizational learning, reduce rework, and facilitate the understanding and dissemination of internal processes. It is a replicable proposal, especially in small and medium-sized organizations seeking to consolidate information practices aligned with process management. Thus, the results contributed to a practical, visual, and innovative approach to information management, promoting greater clarity and integration in the organizational environment and helping Agência Pan overcome information gaps and improve its operational efficiency.

The management of digital collections has reshaped practices, policies, and processes in academic libraries, demanding collection development models capable of addressing the growing complexity of contemporary academic environments. Within this context, this dissertation critically examines the integration of digital books into the bibliographic collection of the Library System of the Federal University of Rio Grande do Norte (SISBI/UFRN), with emphasis on selection processes, licensing models, technological weaknesses, and operational challenges that affect the relevance and sustainability of the collection. The study assumes that the institution lacks a consolidated policy for the development of digital collections, articulated through objective criteria and governance mechanisms capable of guiding strategic decision- making. The research seeks to answer the following guiding question: how has the strategic management of digital collections influenced the relevance, use, and sustainability of the SISBI/UFRN collection, and what guidelines can optimize this process? To this end, a mixed methodological approach is adopted, involving documentary analysis (policies, contracts, reports, and acquisition records), a case study, and clinical interviews with managers and technical staff from key sectors. The results show that the incorporation of digital books into SISBI/UFRN has occurred in an episodic and reactive manner, characterized by isolated acquisitions and a lack of systematic planning, in addition to limitations such as poor interoperability between systems, dependence on vendors for usage metrics, gaps in digital preservation, and underuse of the collection by the academic community. The study proposes guidelines structured into six axes—governance, participatory selection criteria, budgeting and hybrid acquisition models, technical infrastructure and digital preservation, mediation and pedagogical integration, and accessibility—capable of supporting a robust institutional policy for digital collections. It concludes that the consolidation of hybrid collections at SISBI/UFRN requires continuous strategic planning, strengthened governance, pedagogical integration, and investments in technological infrastructure, ensuring a balance between broadened access, informational quality, and operational efficiency. This study contributes to the improvement of digital collection management in Brazilian academic libraries, offering insights to overcome structural challenges such as policy fragmentation, budget constraints, and technological obsolescence.

Gamification, understood as the use of game elements, mechanics, and dynamics in non-game contexts, has emerged as an active learning methodology capable of fostering engagement, motivation, and participation in educational environments, including school libraries. Within this context, this dissertation investigates how gamification can be applied as a strategy to support the development of information literacy among elementary school students, understood as the ability to locate, access, evaluate, and critically use information in diverse formats and situations. The general objective was to evaluate the application of the Gamification Design Model for Fostering Information Literacy in the creation and implementation of gamified activities in a school library, culminating in the development of a practical guide to support librarians interested in adopting this approach. Methodologically, this is an applied, qualitative, exploratory study conducted through action research, involving a literature review, documentary research, application of the selected design model, participant observation, and the use of the TRAILS tool to assess information literacy skills. The study was carried out in the School Library of NEI-CAp/UFRN with 18 fifth-grade students, selected based on age range, class availability in the afternoon shift, and logistical feasibility for implementing the activities. Based on the competencies established by the Brazilian National Common Curricular Base and international information literacy frameworks, two gamified activities were developed. The first, “Find the Card in the Library,” sought to foster reading, text interpretation, and the ability to locate information sources in the physical collection. The second, “Do You Know Rio Grande do Norte?”, aimed to develop digital search skills, critical evaluation of information and sources, and knowledge of the state’s historical and geographic context. The activities were implemented in the library setting and evaluated using satisfaction instruments and a post-activity application of the TRAILS tool. The results, combined with the researcher’s observations, indicate strong student receptivity, sustained interest throughout the activities, and signs of strengthened information literacy skills related to searching, selecting, and analyzing information. Findings suggest that gamification can contribute to making the learning process more active and meaningful, reinforcing connections between the library, classroom, and curriculum, especially when guided by a structured design aligned with clear pedagogical goals. As a practical outcome, the Gamification Guide for School Libraries was developed, bringing together theoretical foundations, practical guidelines, the design model, and two complete activities that can be adapted or replicated in different contexts. It is expected that the guide will support the expansion of gamification in libraries and encourage new initiatives aimed at fostering information literacy among elementary school students.
