SUMMARY:

This dissertation investigates organizational communication from the perspective of Information Science, focusing on the strategic role of Communities of Practice (CoPs) in optimizing information flows in public institutions. The general objective was to analyze how CoPs can contribute to improving communication in the work of postgraduate secretaries at the Center for Humanities, Letters and Arts (CCHLA) of the Federal University of Rio Grande do Norte (UFRN). The research was justified by the need to overcome critical communication barriers, such as the lack of formal training for new employees and the dependence on autonomous and isolated learning, factors that compromise administrative efficiency and the emotional well-being of professionals. Methodologically, the study was characterized as a hybrid research (qualitative and quantitative), with exploratory and descriptive objectives, adopting the monographic case study procedure with elements of action research. Data collection techniques involved bibliographic research, document analysis, in-person application of individual questionnaires with the nine secretaries of CCHLA, and the holding of a focus group. The theoretical framework was based on Etienne Wenger's model, specifically on the pillars of domain, community, and practice, in addition to the Knowledge Management theories of Nonaka and Takeuchi. The results indicated that the lack of formal support limits the situated learning of secretaries, highlighting that the formation of communities of practice can function as a preventive mechanism against isolation and overload. It was concluded that CoPs favor the socialization of tacit knowledge and the standardization of practices, presenting themselves as a viable strategy to promote innovation, transparency, and improvement of the organizational environment at the university.
