INFORMATION BEHAVIOR OF STATE COURT OF JUSTICE SERVERS IN THE USE OF THE NATIONAL ADOPTION AND FOSTER CARE SYSTEM IN RIO GRANDE DO NORTE

The right to family and community life is a fundamental principle, which was enshrined in the Federal Constitution (CF) of 1988, reinforced in 1990 through the Statute of the Child and Adolescent (ECA), and was established to guide public policies and the actions of the Judiciary in the area of childhood and youth. In this context, adoption and institutional care processes are central instruments in guaranteeing this right, requiring effective information management practices to ensure transparency, agility, and comprehensive protection for children and adolescents in vulnerable situations. With the aim of unifying and modernizing adoption and foster care procedures in Brazil, the National Council of Justice (CNJ) established the National Adoption and Foster Care System (SNA), an innovative platform that gathers data related to prospective adoptive parents and children and adolescents available for adoption. However, despite the relevance of the system's implementation, there are still few studies investigating how this change has impacted the practices of civil servants who interact with the SNA, especially from the perspective of informational behavior, considering that the way the platform is used reflects positively or negatively on the procedural progress of children and adolescents. Understanding individuals' behavior regarding the need for, search for, and use of information has been one of the recurring concerns of Information Science since its inception, culminating in the proposal of a series of models and approaches. To this end, the present study aims to analyze the informational behavior of employees of the Court of Justice of Rio Grande do Norte (TJRN) in the use of the SNA and its influence on the progress of adoption processes in the state of Rio Grande do Norte (RN). The research in question is initially justified by its scientific relevance, considering that, although the SNA is an essential tool for the functioning and organization of the routine activities of TJRN employees who work directly with the issue of adoption in the state, it is still possible to identify gaps in the literature on its usability, the informational behavior of individuals who use the tool, as well as the impacts on the daily lives of the professionals who operate it. The methodology included bibliographic research in various databases and the application of questionnaires to TJRN employees authorized to use the System, with questions addressing user profile, access and frequency of use, main difficulties encountered, and level of satisfaction with the platform. Understanding how employees interact and behave in relation to the System is a very important factor in ensuring that operations are carried out efficiently and that objectives are fully achieved. The study of the informational behavior of these employees in this context offers valuable insights into how the SNA is adopted, used, and integrated into everyday practices.
