SUMMARY:

The management of digital collections has reshaped practices, policies, and processes in academic libraries, demanding collection development models capable of addressing the growing complexity of contemporary academic environments. Within this context, this dissertation critically examines the integration of digital books into the bibliographic collection of the Library System of the Federal University of Rio Grande do Norte (SISBI/UFRN), with emphasis on selection processes, licensing models, technological weaknesses, and operational challenges that affect the relevance and sustainability of the collection. The study assumes that the institution lacks a consolidated policy for the development of digital collections, articulated through objective criteria and governance mechanisms capable of guiding strategic decision- making. The research seeks to answer the following guiding question: how has the strategic management of digital collections influenced the relevance, use, and sustainability of the SISBI/UFRN collection, and what guidelines can optimize this process? To this end, a mixed methodological approach is adopted, involving documentary analysis (policies, contracts, reports, and acquisition records), a case study, and clinical interviews with managers and technical staff from key sectors. The results show that the incorporation of digital books into SISBI/UFRN has occurred in an episodic and reactive manner, characterized by isolated acquisitions and a lack of systematic planning, in addition to limitations such as poor interoperability between systems, dependence on vendors for usage metrics, gaps in digital preservation, and underuse of the collection by the academic community. The study proposes guidelines structured into six axes—governance, participatory selection criteria, budgeting and hybrid acquisition models, technical infrastructure and digital preservation, mediation and pedagogical integration, and accessibility—capable of supporting a robust institutional policy for digital collections. It concludes that the consolidation of hybrid collections at SISBI/UFRN requires continuous strategic planning, strengthened governance, pedagogical integration, and investments in technological infrastructure, ensuring a balance between broadened access, informational quality, and operational efficiency. This study contributes to the improvement of digital collection management in Brazilian academic libraries, offering insights to overcome structural challenges such as policy fragmentation, budget constraints, and technological obsolescence.
