SUMMARY:

Digital communication in public educational institutions faces significant challenges related to information organization, communicational clarity, and meeting the needs of diverse audiences. This research proposes an integrated approach for content reorganization in institutional portals, exemplified by the IFRN Portal, based on the articulation of three theoretical pillars: Digital Public Communication, Information Hierarchy, and Plain Language. The general objective is to develop specific guidelines for improving User Experience on the IFRN Portal, considering the informational needs of four identified profiles: External Community, Faculty, Technical Staff, and Students. The methodology adopts an integrated qualitative approach, combining documentary analysis focused on informational needs, benchmarking, and applied product development. The theoretical framework articulates contributions from Information Science, Communication, and Interaction Design to demonstrate how the hierarchical organization of information, based on criteria of order, priority, and sequencing, can be integrated with principles of communicational simplification and the responsibilities of digital public communication. The results include an integrated conceptual model that demonstrates the synergies among the three theoretical pillars, a detailed methodological specification for investigating and implementing improvements, and the development of a technical guide with practical guidelines for content reorganization. The theoretical contributions lie in the synthesis of domains traditionally treated in isolation, offering an institutional communication model that simultaneously considers technical efficiency, communicational clarity, and democratic responsibility. The methodological contributions include an applied research approach that balances academic rigor with practical relevance, demonstrating how different methods can be combined to address complex institutional communication problems. The practical contributions consist of implementable guidelines that translate academic knowledge into concrete recommendations for improving institutional portals, including technical specifications and implementation procedures. The research demonstrates that excellence in digital institutional communication requires an integrated consideration of technical, communicational, and democratic aspects, offering a replicable model for other institutions within the Federal Network. Future perspectives include a research agenda encompassing implementation studies, experimental validation, generalization to other contexts, and the development of public policies for democratic digital communication.
