SUMMARY:

Participatory budgeting provides the decentralization of transparency in the budgetary
process, as well as makes the population more aware of how resources are allocated and
prompts a demand for better functioning of the public sphere of governance. It is an approach
to public management that seeks to involve the population in defining budgetary priorities and
making decisions on how public resources should be allocated in their community. In this
regard, the objective of this work is to propose a model of participatory budgeting for the city
of Caicó/RN. To develop the model of participatory budgeting in this study, research was
conducted in academic works and relevant websites. The proposed model divided the
participatory budgeting process into three stages: the initial phase begins with preparatory
meetings in all centers, where the community is informed and invited to participate in the
process. In the second phase, key points for the development of participatory budgeting were
established. In the third and final phase, specific criteria were developed for each group of
demands, and thematic areas were created to organize the demands based on municipal public
policies. From the proposal presented, it is possible to observe that participatory budgeting is
an approach aimed at engaging people in defining how public resources should be used in
their communities. Finally, it is suggested that other proposals may emerge based on the data
presented.
