SUMMARY:

Public spending is an important component of economic growth, however, the level of corruption can impact the effectiveness of such spending. On the other hand, there is little literature investigating the effects of public spending on economic growth amid the effects of corruption, applied to developing countries, especially in African Countries of Portuguese Official Language (PALOP). Therefore, based on Keynesian theory and the work of Devarajan et al. (1996), this study aims to analyze the effects of public spending on the economic growth of the PALOP in the period from 2010 to 2021 with control for corruption through the transparency and governance index of each country. Public expenditures will be considered first by economic category (current expenditures and capital expenditures), then by function (education and culture; defense and security; infrastructure; and health), verifying the influence of corruption on such analysis. To control the endogeny of the economic-financial variables, the predominant model in this type of literature, the GMM, is used in order to test the hypotheses of the positive influence of public spending and the negative influence of corruption on the economic growth of the PALOPs.
