RESUMO:

The Brazilian semiarid region is one of the most populous in the world as well, has the largest rainfall between existing semi-arid regions. But even so, much of the population does not have adequate access to water, public policies and government programs for the region, are still far from promoting decentralization to the democratization of access to water. The state action when present tried to prioritize the construction of major works of water reservoirs, which end sometimes evidencing situations of exchange of favors, resulting in notably known practices such as Coronelismo. On the other hand, with the opening afforded policy from the Federal Constitution of 1988, social movements and civil society organizations, now have greater visibility and space to promote CLAIMS and improvements in the living conditions of the population. In the midst of a major drought in the Brazilian semiarid region, the end of the 1990s is created the Brazilian Semi-Arid Articulation - ASA, aiming to deploy and build the program One Million Cisterns - P1MC for capture and storage of rainwater, guided by a new proposal, the coexistence with the semiarid region, to the detriment of the fight against drought. Thus, the aim of this research was to conduct an analysis of public policy P1MC already implemented and others in the implementation phase. With the proposal, understand its effects as coexistence strategies with the semiarid for farmers, and residents of rural zone from Apodi-RN. The research has a qualitative nature, with carrying out semi-structured interviews made with the technicians on the Coordination of ASA Potiguar and with the benefit of P1MC public policy. The results report that there is need for complementing the already implemented policy with a higher return for the State, despite a noticeable change in rural Apodi, the program's success is also related to the occurrence of rain, because when there is no quantity expected, it is necessary the appropriateness of other means for obtaining access to water.
