SUMMARY:

This study addresses the effect of Brazilian governors' political careers on the distribution of discretionary resources from the federal budget to the federated states.Intergovernmental transfers, which aim to balance regional disparities and promote national development, are influenced by several factors, including the political career of governors.The research explores the political elements that influence this phenomenon, formulating hypotheses that allow us to evaluate the association between the volume of voluntary intergovernmental transfers and the characteristics that define the governor's political career, such as legislative representation and political experience.To achieve this objective, the quantitative methodology of panel data regression was used, containing data referring to the periods from 2011 to 2023. The analyzed interval coincides with recent political and economic cycles, in addition to considering the better consistency of the information available in the database of the Superior Electoral Court (TSE).The results are expected to contribute to a deeper understanding of the interaction between fiscal federalism and political dynamics in Brazil, enabling a better perception of the potential impact of political leaders with a consolidated trajectory compared to those who emerge as new actors.By identifying different patterns of behavior and governance strategies, it will be possible to present an overview of the materialization of public policies in the national context, filling a gap in the literature regarding power dynamics involving discretionary public resources.
