SUMMARY:

Public spending is considered one of the main means of government acting and is related to the amounts used to fund the services provided to society. It is the way the government management manifests its objectives and priorities. In this sense, the research presents as a main question: what does the scientific production identify about the quality of public spending in health, education and social assistance sectors? Its objective is to identify the state of the art of national and international scientific production on the quality of public spending in these areas particularly. The choice of these specific fields is justified because they require special attention from managers in the allocation of resources, also because they have federal, state and municipal funds to transfer financial resources. In addition, they have budget constructions marked by some specificities as they share resources in a federative way. As a methodological approach, a systematic literature review was adopted, a form of research that uses the literature of a specific topic as a data source, allowing to analyze resources, themes, hypotheses, problems previously used and, from there, build capable works to reduce weaknesses and improve the scientific field. Therefore, the process started with the elaboration of the review protocol, where the database chosen for the continuation of the research was Scopus, due to its scope and quality control; primary and secondary keywords will be used, according to the progress of the study and the need for search filters. As a result, it is expected to understand in which contexts and how public spending is investigated in the sectors covered, obtaining relevant conclusions about the theoretical and methodological perspectives of the analyzed
studies. Furthermore, it is intended to detect the main gaps and innovations in the literature.
