EFFECT OF THE MAYOR'S MANAGEMENT CAPACITY ON THE FINANCIAL CONDITION OF LARGE BRAZILIAN MUNICIPALITIES.

This study aims to verify the impact of the mayors' managerial capacity on the financial condition of large Brazilian municipalities. The theoretical support for this research focuses on the theory of human capital and the theory of public choices, in addition to empirical studies. From the literature, hypotheses were elaborated that characterize the managerial capacity of the mayors and their effect on the financial condition of large Brazilian municipalities. To assess the financial condition of large Brazilian municipalities, the model proposed by Wang, Dennis and Tu (2007) will be used, and to measure the mayors' managerial capacity, variables representative of the mayors' managerial capacity will be used. The study covers the 100 largest Brazilian municipalities in the period from 2009 to 2019. To test the proposed hypotheses, the regression technique with panel data will be used, since the sample is composed of several periods of time. Thus, the managerial capacity of the mayors is expected to have a positive effect on the government's financial condition. Thus, contributing to the literature on the financial condition of governments and the quality of the managerial capacity of public managers.
