SUMMARY:

The research will analyze and restructure the process flow used to define the chronological order of payment for a federal public university's obligations, in accordance with current legislation. The investigation will seek to answer questions about how to monitor internal procedures in accordance with legal requirements and overcome the constraints that impact the efficiency and transparency of budgetary and financial management. The overall objective will be to present a proposal for restricting the flow, based on a diagnosis of the current situation, process mapping, identification of constraints, and the proposal of systemic solutions. The research adopts an integrated approach to process management and the Theory of Constraints, strengthening governance, planning, and administrative efficiency, in addition to contributing to the social relevance of ensuring greater predictability and reliability of payments. The approach will be qualitative, descriptive, and applied, with a case study strategy, using semi-structured interviews, content analysis, and process mapping to understand current operations and promote improvements. The expected final product is a technical report containing the revised mapping and an improvement roadmap, with the potential for replication in other public institutions subject to the same standards.
