Development of a framework for innovation in purchasing planning at a Federal University
Innovation. Design. Public procurement planning
The objective of this work is to build a framework to assist in the innovation of UFRN's purchase planning. Therefore, a qualitative, prescriptive empirical research was carried out, using the Design Science Research method as a method. After building the theoretical framework and having carried out a systematic literature review, a prototype proposed by ISIDRO FILHO (2016) was located, which served as a starting point for the construction of the artifact, which will have Design Thinking as its main approach. The results will be built in the period from November to December 2021, with the Purchasing Department as the locus, notably the Purchasing Planning and Management Division, where the questionnaire instrument will be applied to purchasing managers, as an instrument for collecting data. From there, the framework will be proposed, following the suggestion, development and conclusion phases. In the end, it is expected to deliver an innovative, complex work with high institutional and social impact.
