SUMMARY:

In the field of public policies for social housing, empirical disputes between sectors of civil society and the market are clearly observable, with governments facing pressure to address both social and market demands. In this context, the Municipal Councils for Social Housing (CMHIS) function as political arenas in which groups compete to insert their claims into public agendas and other stages of the political process. Thus, these spaces prove to be strategic for housing movements seeking to achieve public changes aligned with their objectives and political projects. This research proposal is based on the hypothesis that, beyond the influence of political mobilization, institutional openness, public opinion, alliances, and the economic context, CMHIS generate more significant intermediate political consequences (political outcomes) when autonomous social movements display strong solidarity among themselves and establish relationships of strategic conflict with their antagonists—especially with market actors—in defense of the social right to housing. Accordingly, the objective is to compare, in Juazeiro do Norte and Sobral (CE), the relationships of solidarity and conflict among actors from social movements, government, and the market within the CMHIS, in interaction with the influence of political mobilization, institutional openness, public opinion, alliances, and the economic context, and their effects on intermediate political consequences (political outcomes) related to the social right to housing between 2005 and 2026. To this end, the study incorporates the joint-effect model as its analytical framework and, for its empirical testing, employs Qualitative Comparative Analysis (QCA). In addition to the traditional QCA variables, this research proposal includes variables related to a relational and symbolic dimension in the analysis of social movements’ political outcomes. In this way, it argues that the political effects of social movements—especially when considering their strategic engagement within the State’s participatory architecture—are also influenced by the establishment of solidarity ties and conflicts among these collective actors. Data collection will include semi-structured interviews with involved social and political actors, document analysis, and analysis of secondary data.
