With the 1988 Federal Constitution, a set of responsibilities and competences for the implementation of public policies were transferred to subnational levels of government, especially municipalities. This process, however, was not accompanied by the development of financial, technical, or administrative capacity for municipal entities to manage these new responsibilities. In the area of policies for women, it is possible to observe that the regulations for combating violence against women require the fulfillment of the competences of each state entity, that is, coordinated work among actors at the national, state, and municipal levels, materialized through networked governance, which is expressed in the Assistance Network (Rede de Atendimento - RA). The RA, besides expanding the autonomy of each subnational entity through the interdependence of various actors and sectors to address the problem—especially municipalities—raises the question about this decentralization of responsibilities and what conditions subnational entities have for that. One way to analyze these conditions is through the study of state capacities. State capacities enable the effective resolution of problems related to the implementation of public policies. The area of policies for women, from this theoretical-conceptual perspective, presents gaps that need to be addressed. Therefore, this dissertation poses the following research question: how does technical-administrative capacity influence the functioning of the Assistance Network for women in situations of violence in the municipality of Natal/RN? Given that, the general objective is to understand the influence of the technical-administrative capacity of the municipality of Natal/RN on the implementation of the Assistance Network (RA) for women in situations of violence. The specific objectives are: a) to investigate how the Assistance Network (RA) is institutionally organized in the municipality of Natal/RN; b) to investigate the instruments of intragovernmental coordination and the monitoring procedures for the implementation of the RA in the municipality; c) to identify the human, financial, and technological resources available for the implementation of the RA; d) to understand the training process of public agents; and e) to understand the managers' perception of the technical-administrative capacity of the RA. The approach of the study is both qualitative and quantitative, and it is classified as a case study. The research adopts as its theoretical-methodological basis the study by Pires and Gomide (2016), adapted based on Marenco (2017) and Souza (2018). The results show limitations in the capacity of municipal management to adequately respond to the growing demand for specialized services, as well as weaknesses in the coordination among the agencies that make up the network. These findings indicate the need to strengthen technical-administrative capacity, especially regarding coordination, human resource qualification, and the institutionalization of monitoring practices. The effectiveness of the public policy, therefore, depends on the systemic integration among the various actors involved, aiming to ensure a humanized and effective service for women in situations of violence.
