Patrulha Maria da Penha program in Natal/RN was established with the purpose of qualifying police assistance, support and guidance services in combating domestic and family violence against women in Natal, aiming to ensure the effectiveness of protective measures issued by the judicial power. Patrulha Maria da Penha in Natal trajectory was characterized by debates and controversies, especially on the part of the executive branch, which vetoed the bill in its entirety under the justification that the legislature was imposing expenses on the executive, which motivated a Direct Action of Unconstitutionality and delayed its implementation for several years.Only in 2020, after a favorable decision from the Court of Justice, Patrulha Maria da Penha in Nata was able to begin its activities. Qualitative in its nature, the present study is configured as a case study, which, according to Fonseca (2002), can be used as a way of understanding a specific phenomenon in depth. The general objective is to understand the process of including Patrulha Maria da Penha in the municipality's agenda, based on John Kingdon's Multiple Streams Framework (2003). As specific objectives, we intend to: 1) analyze indicators and possible landmark events linked to the problem of violence against women, in the period from 2015 to 2019, using the concept of problem flow. To achieve this objective, we will analyze violence reports and media articles from that period. 2) Identify and analyze executive preferences and priorities, working on politics stream through the content of semi-structured interviews with executive and legislative representatives and also messages from the mayor in the period from 2015 to 2019.3) Investigate the role of individual and collective actors involved in Patrulha Maria da Penha em Natal/RN trajectory, using the concepts of entrepreneur and public policy communities. To this end, we will conduct a semi-structured interview with the councilor who proposed the creation of the PMP in Natal/RN and other legislature representatives, feminist movement or other groups that played a role in Patrulha Maria da Penha em Natal/RN trajectory. Finally, 4) Identify the political opportunity, applying the concept of policy window. Multiple Streams Framework constitutes a relevant theoretical-methodological tool to explain agenda setting and problem prioritization, through the convergence of three streams: problems, policies (solutions) and politics.The convergence of these three streams creates a policy window, allowing entrepreneurs, communities and other actors to insert their ideas into the agenda. The choice for the Multiple Streams Model is justified by enabling an in-depth analysis of the political component that permeates agenda setting, going beyond individual actors and examining the flow of policy as an essential factor for understanding the process, considering that the problems that make up the government agenda originate and are shaped in the political system (Villanueva, 1993).
