THE NATIONAL SOLIDARITY ECONOMY POLICÝ AND LOCAL DEVELOPMENT: A study on institutional arrangements and management challenges of solidarity enterprises in small municipalities of the Potiguar Agreste
Solidarity Economy. Social Enterprises. Public Policies. Regional Territorial Development. Local Development. Rururban.
This research aims to analyze how the articulation between the National Solidarity Economy Policy (PNES) and the Institutional Arrangements of the National Solidarity Economy System (SNES) at the regional level induces economic and social sustainability and local development, while following the principles of Solidarity Economy (ECOSOL), taking as a case study the Agreste/Litoral Sul region and its small municipalities bordering Metropolitan Core I. The study focuses on the municipality of Vera Cruz/RN as an illustrative locus of other municipalities of similar size and demographic and economic dynamics located on the rururban border, which have experienced territorial dynamics transforming the regional rural area due to the strong influence of their proximity to the urban area of Natal's metropolitan core. The research uses the theoretical debate surrounding the concept of "rururban" as a backdrop to analyze the dynamics of social and economic exchanges within solidarity enterprises in areas under intense transition. Furthermore, it seeks to identify the main challenges faced by these enterprises in the context of competition with a more intense market economy. To this end, the study will adopt a qualitative-quantitative approach focused on a case study, using primary data collection through semi-structured interviews and questionnaires, alongside secondary data collection, document analysis, and a literature review. The relevance of the study is justified by the need to understand how ECOSOL can promote local development, income generation, and socioeconomic inclusion in small municipalities. As a contribution, the research is expected to enrich the debate on the effectiveness of public policies for the solidarity economy and their application in local contexts, aligning with the UN 2030 Agenda in its targets 1.4, 5.5, 8.8, and 12.7. Moreover, the results may guide public managers, community leaders, and social entrepreneurs in implementing more effective strategies to strengthen social enterprises.
