SUMMARY:

This dissertation analyzes how the Minha Casa Minha Vida Program, in its lowest-income housing segment, intensifies “overlapping disadvantages” and deepens inequalities in the lives of women beneficiaries living in housing estates in Paraíba, Brazil. It is based on the understanding that the right to housing is not fulfilled solely through the delivery of a housing unit, but through concrete conditions of urban insertion, mobility, access to services, support networks, safety, work, care, and permanence. The research adopts the category of “overlapping disadvantages” as an analytical key to understand how gender, class, and territorial inequalities combine in the everyday experience of housing produced by public policy. The central hypothesis is that, although the Minha Casa Minha Vida Program has expanded formal access to homeownership and incorporated normative advances aimed at women, especially women’s preferential ownership, its territorial arrangements may produce unequal effects when associated with low urban connectivity, precarious mobility, insufficient infrastructure, and restricted access to services and opportunities. Methodologically, the research adopts a qualitative approach and will be carried out in the Anayde Beiriz and Vista Alegre housing estates, in João Pessoa, and in the Aluísio Campos and Major Veneziano housing estates, in Campina Grande, through focus groups, semi-structured interviews, and accompanied mobility trajectories with women beneficiaries. The study seeks to demonstrate that the effectiveness of housing policy for women cannot be measured only by the provision of a house or by the normative recognition of their priority, but by its capacity to ensure the sustainability of the housing benefit and to produce socially just conditions for inhabiting, moving, caring, working, and remaining in the city.
