SUMMARY:

This study focuses on black women who are victims of violence and who have sought protection and assistance through public policies and the State’s institutional arrangements, with a geographical focus on the state of Rio Grande do Norte. The research problem stems from the premise that structural racism, as a constitutive element of the formation of the Brazilian State, manifests itself within public security institutions. The research question is how the state provides support black women who are victims of violence. Our hypothesis is that institutional racism exists and that means these women are doubly affected: by the violence that leads them to seek support from the state, and by institutional violence rooted in prejudicial structures regarding their physical appearance. The research focuses on public policies and institutional arrangements for care provided by state institutions. These institutions and the pathways that constitute the critical route of reporting will be analysed in the care service provided to victims, from the request for help via 180 and 190, to the Specialised Police Stations for Women’s Assistance (DEAMs), the Specialised Centre for the Defence of Women Victims of Domestic and Family Violence (NUDEM) and the State Secretariat for Public Security and Social Defence (SESED/RN). The intention is to complement the collection of these women’s perceptions outside the institutional circuit, within non-governmental organisations, movements and collectives of Black women in the state. Therefore, methodologically, this research adopts a mixed-methods approach, combining quantitative and qualitative analysis through data triangulation. In the quantitative strand, secondary data from IPEA, IBGE, DataSenado and the Brazilian Forum on Public Security will be collected and processed using R software to produce tables, graphs and maps illustrating the geographical distribution of violence against black women in Brazil, the Northeast and Rio Grande do Norte. On the qualitative side, semi-structured interviews will be conducted with representatives of state institutions and with Black women linked to collectives and social movements in the state, complemented by a literature review — drawing on the work of Lélia Gonzalez, Sueli Carneiro, Heleieth Saffioti, Darcy Ribeiro and Abdias Nascimento — and a documentary analysis of administrative records produced throughout the critical reporting pathway.
