SUMMARY:

Analyzes the trajectory of Sérgio de Oliveira Dieb (1950–1995), an architect, artist, and militant of the Brazilian Communist Party (PCB), highlighting his trajectory in Natal between the end of the civil-military dictatorship and the process of redemocratization. The work investigates, on the one hand, how Dieb viewed the spaces of the city, seeking to transform them through his militancy, and, on the other, how he reconciled his political struggles with his personal dilemmas. The aim is to identify — from a concrete subject — how a Brazilian communist militant, in the transition from the 1970s to the 1980s, when the military regime was weakening, constructed identity relations with the city in which he lived. Dieb was elected councilor in Natal for two consecutive terms (1979–1988) and municipal secretary during the administration of Mayor Wilma de Faria (1989–1993). This parliamentarian’s proposals for Natal included improving the conditions of peripheral neighborhoods, which included the construction of cultural centers; democratization of public transportation; participation of social movements in city hall decisions; preservation of the Atlantic Forest; participation in public actions in defense of sexual minorities. These proposals make explicit the problems he identified in the city and the actions he carried out while proclaiming a more inclusive and participatory urban life. The research also addresses aspects of his private life, especially those related, on the one hand, to the fact that Dieb lived in the Tirol neighborhood and articulated his political actions in peripheral neighborhoods and, on the other, to his sexuality, since he probably lived a conflict between the guidelines imposed by society and the demands of the communist ideal itself in that period, in which the experience of loves that went beyond heterosexual relationships was not admitted. Theoretically, the dissertation is based on the concepts of political culture (as defined by Serge Berstein), historical biography (as presented by Sabina Loriga), and space (as defined by Milton Santos). In addition, the study is also theoretically anchored in the works of Alessandro Portelli, who establishes important guidelines for the work carried out with oral history, since from this author bases were established for understanding narrative and memory as subjective and collective processes. Regarding the sources, the work uses written and oral sources. In relation to the written documents, the following were used: the newspapers Tribuna do Norte, Diário de Natal, O Poti, and Voz da Unidade, in which information about Dieb was found; institutional documents, such as City Council minutes, bills, among others. With regard to oral sources, 10 people were interviewed, including family members, friends, political militants, and Dieb’s adversaries.
