SUMMARY:

This research investigated the sustainability and governance of environmental licensing for wind farms in Rio Grande do Norte, Brazil, confronting the discourse of "clean energy" with the identified socio-environmental impacts. The study was structured in two complementary stages: a global bibliometric analysis and a critical examination of the state regulatory framework. In the first phase, 3,907 articles indexed in the Scopus database (1977-2024) were analyzed, identifying the growth of scientific production, but with critical gaps in human health and environmental justice. In the second phase, the adherence of the legal framework in Rio Grande do Norte was evaluated, revealing asymmetries between the magnitude of megaprojects and the rigor of state control. The results indicate that the generalization of simplified procedures, such as the Simplified Environmental Report, to the detriment of the Environmental Impact Study (EIA/RIMA), coupled with the fragmentation of wind farm complexes, results in the invisibility of cumulative and synergistic impacts on local ecosystems. Furthermore, the technical precariousness of the licensing body and the systematic violation of the right to prior consultation of traditional communities were observed. It is concluded that the implementation of wind power projects in the state is based on weak regulations that prioritize economic speed, demanding governance reforms that incorporate the precautionary principle and environmental justice.
