SUMMARY:

This study analyzes the changes and current conditions of fishing and fish farming activities in the Itans Irrigation Perimeter, in Caicó, Rio Grande do Norte, considering their relationship with public policies on rural development, state planning, and the use of water resources. The study is based on the understanding that the construction of the reservoir, the irrigated perimeter, and the structures related to fishing and fish farming were part of a broader strategy of state intervention in the Semi-Arid Region, guided by the perspective of multiple uses of water. Methodologically, the study combines qualitative and quantitative approaches, a bibliographic and documentary review, analysis of institutional documents, and fieldwork, including the administration of questionnaires to 35 fishermen affiliated with the Z-19 Fishermen’s Colony and 10 irrigators from the Itans Irrigation Perimeter, as well as semi-structured interviews. The documentary analysis made it possible to identify the actions and conditions established by the National Department of Works Against Drought (DNOCS) for fishing and fish farming, while the empirical data allowed for a comparison of these with the current reality of the research participants. The results show that fishing remains an important economic activity and source of income for fishermen, although it faces limitations related primarily to water availability, fish size, marketing, and the perceived lack of institutional support reported by the interviewees. Fish farming, in turn, was part of the experience of some irrigators but did not establish itself as a permanent productive activity; its continuity was limited mainly by water shortages, infrastructure conditions, and the need for technical support and security. It can be concluded that the Itans Irrigation District has the potential to strengthen and diversify these activities, but realizing this potential depends on the continuity of public policies, the restoration of water infrastructure, technical assistance, and the participation of the stakeholders involved. The reality observed thus highlights both continuities and divergences from state planning, revealing the gap between the expectations generated by development policies and the concrete conditions that have emerged over time.
