SUMMARY:

The core of the debate on the so-called "agrarian question" has land as its essential element, which, in the capitalist mode of production, can be understood as a special and irreproducible commodity. Therefore, discussing the agrarian question involves studying the problems related to land in society throughout history, considering its organizational structure regarding the dynamics of land use, possession, and ownership. When investigating the Brazilian agrarian question, land concentration and large landholdings (latifundia) emerge as prominent characteristics, associated with the agricultural development model based on the capitalization of land rent and private property. When considering the agrarian question of the Seridó Potiguar region, located in the south-central portion of the state of Rio Grande do Norte, encompassing 25 municipalities, it is argued that it has been historically dynamic since its territorial formation, directly linked to the agricultural-livestock duality, activities that established latifundia and land concentration, a legacy of the Portuguese colonization process that began in the region in the mid-to-late 17th century. Therefore, the general objective of this research is to analyze the land dynamics of the Seridó Potiguar, considering the past and present processes of shaping private land ownership. The specific objectives include: i) investigating the relationship between latifundia and the founding agricultural activities in the Seridó; ii) understanding the current role of latifundia in perpetuating land concentration in the region; iii) categorizing the current arrangement of the land structure in the Seridó region, considering the characteristics of the properties. To this end, the research was of a qualitative-quantitative nature and was divided into four methodological stages: i) bibliographic survey and literature review; ii) collection of secondary data; iii) analysis of secondary data; iv) mapping of the land tenure structure. As a result, it is observed that, in the Seridó region, due to the formation of private land ownership, the cattle-cotton binomial played a central role in the constitution of large properties and land concentration, consolidating an agrarian elite marked by patrimonialist practices. In contemporary times, the persistence of this unequal structure is evidenced by the numerical predominance of minifundia and smallholdings, where latifundia concentrate the majority of the total area. The fragility of agrarian reform policies in the region is also evident, marked by the low number of settlements and recognition of quilombola communities, reinforcing the persistence of a historical structural problem. It can be concluded, therefore, that in the land dynamics of the Seridó region, land concentration remains a central element, requiring more effective public policies aimed at social justice in rural areas.
