  • This dissertation, developed within the Graduate Program in Management, Work, Education, and Health at the Federal University of Rio Grande do Norte (UFRN), aimed to construct and validate, through a participatory process, an instrument for monitoring the Potiguar Policy of Permanent Education in Health (PPEPS), implemented by the State Secretariat of Public Health of Rio Grande do Norte (SESAP/RN). This is an applied study with a quantitative methodological approach, grounded in the theoretical frameworks of Pasquali and Bardin, and focused on content validation by experts. The process was structured into three stages: in the first, experts in management, education, and public health participated in the initial development of the indicators through in-person meetings and critical analysis; in the second stage, content validation was carried out based on the criteria of clarity, relevance, and representativeness, using a Likert scale and the calculation of the Content Validity Index (CVI); in the third stage, the constructed indicators currently being monitored were identified in order to map existing monitoring practices. As a result, a matrix consisting of 35 indicators was validated, organized according to the analytical structure of Dimension, Subdimension, and Criterion. The overall CVI obtained was 0.85, indicating a high level of agreement among the 29 expert judges who participated in the validation stage. Of the 36 evaluated indicators, only four had a CVI below the cutoff point (0.78); one was excluded, and the others were reformulated based on the qualitative contributions of the evaluators. The final matrix seeks to reflect the specificities of the SUS in Rio Grande do Norte and contribute to strengthening co-management structures and social control, improving continuing education practices, and institutionalizing an evaluative culture within public health management. The proposal reaffirms the commitment to the principles of the Unified Health System (SUS), particularly regarding social participation, the democratization of knowledge, and the appreciation of the individuals who make up the system’s workforce.

  • This dissertation, developed within the Graduate Program in Management, Work, Education, and Health at the Federal University of Rio Grande do Norte (UFRN), is based on the understanding of hospitals as highly complex organizations, highlighting the importance of knowledge management as a strategic resource for improving the quality of care. In this context, two essential aspects stand out: continuing education and organizational learning. The central issue concerns the difficulties faced by care managers in reorganizing the nursing team's work processes, seeking greater standardization and efficiency, even given the flexibility needs inherent to the hospital environment. General objective: to systematize a continuing education model for the qualification of nursing professionals, aiming to strengthen the institution's organizational learning. Method: This is a qualitative, applied study with an action research design, participatory and interventional. Results: The findings follow the action research itinerary. In the exploratory stage, a scoping review of organizational learning and continuing education in health was conducted, highlighting the main models applied in hospitals, their positive impacts, and the various strategies identified to support organizational learning in the health field. Also in this stage, a participatory survey and mapping of ten essential themes and seventy institutional documents (work instructions and protocols) were conducted, with an emphasis on topics identified as current challenges for nursing by the World Health Organization (WHO). In the planning stage, these documents were reviewed, approved, and validated by experts. In the execution stage, a continuing education path was delivered to professionals through the Moodle platform. Finally, the evaluation stage included learning measurement instruments and satisfaction surveys, with a view to analyzing indicators and decision-making. Final considerations: This research is highly relevant in eliminating access barriers and systematically integrating standardized educational practices into the daily lives of nursing professionals. Continuing education, therefore, constitutes a true foundation for sustainable organizational learning in the hospital environment, fostering an institutional culture focused on excellence and constant evolution.

  • Municipal public health management faces challenges due to the inexperience and lack of knowledge of managers regarding legislation, planning, and organization of management processes. Additionally, there is a notable absence in the application of the situational strategic planning approach, a key tool for developing the Municipal Health Plan, whose adoption would contribute to more assertive decision-making and efficient use of resources. Objective: To strengthen the capacity for municipal health management regarding the application of Situational Strategic Planning in developing the Municipal Health Plan through an educational initiative. Method: This is a methodological study focused on designing and testing a course aimed at health managers, developed in three stages: creation of the educational offering, course implementation, and knowledge evaluation. The course lasted 8 hours and was held in the municipality of Joaçaba, SC, on April 16, 2025, with the participation of managers from the Meio Oeste Catarinense Health Region. Learning was assessed through a pre-test, a discussion circle, and a post-test. Quantitative data were analyzed using descriptive statistics. Qualitative data were subjected to content analysis. The project was approved by the Research Ethics Committee, under CAAE: 82196924.6.0000.5537. Results: Eleven health managers participated, predominantly female, aged between 41 and 50 years, and in their roles for less than a year. They represented the municipalities of Luzerna, Jaborá, Joaçaba, Catanduvas, Lacerdópolis, Ibicaré, Abdon Batista, Campos Novos, Água Doce, and Vargem Bonita. Most participants reported having been involved in the Plan’s development, encountered the document upon taking office, and recognized its four-year validity. The qualitative analysis resulted in four categories: Strategic planning, management tools, and legislation; Application of strategic planning in municipal management practice; The Municipal Health Plan as a strategic management tool; and Emotional competencies in management practice. Conclusion: The educational initiative contributed to strengthening municipal management capacity by promoting reflection and expanding knowledge on the subject. The predominance of managers with less than one year of experience and their limited familiarity with the content covered indicate vulnerabilities that could weaken management efforts. The course content—focusing on management tools, planning applicability, and emotional competence development—was found to be indispensable. In this context, the educational offering proved to be a viable and necessary strategy to enhance the performance of managers.

    PROCESS OF DECENTRALIZATION OF CARE LINES FOR PEOPLE LIVING WITH HIV/AIDS IN THE STATE OF AMAPÁ: THE ROLE OF PERMANENT EDUCATION

  • HIV/Aids (HIV/AIDS) remain one of the main global public health challenges, with 39.9 million people living with the virus and 630,000 annual deaths. Given this scenario, UNAIDS' 95-95-95 target, which seeks to expand diagnosis, access to treatment, and viral suppression, is crucial. The decentralization of the Healthcare for People Living with HIV/AIDS has proven to be an essential alternative to ensure timely access to health services. In Amapá, there's an effort to strengthen Primary Health Care as the main gateway to care. However, only the municipalities of Macapá, Oiapoque, and Laranjal do Jari have implemented this decentralization. Continuing education emerges as an essential tool to qualify health professionals and consolidate this policy, considering the geographical and epidemiological particularities of the Amazon region. Our objeticve is analyze the impact of implementing continuing education strategies for professionals involved in the decentralization of HIV/Aids services in Amapá, focusing on strengthening interprofessional collaboration and improving their standards. The present study is characterized as exploratory-descriptive, with a qualitative approach, based on Bardin's content analysis (2016). The investigation was conducted in the municipalities of Macapá, Oiapoque, and Laranjal do Jari, locations where the decentralization of attendance for people living with HIV is implemented. Data collection was carried out using a semi-structured questionnaire, sent via Google Forms to 15 professionals and managers working in the aforementioned territories. The closed questions aimed to profile the participants, while the open questions sought to identify challenges, potentialities, and impacts of permanent Health Education in the context of decentralization, subsidizing formative proposals aligned with local demands. Additionally, a documentary analysis was performed on ministerial guidelines and state regulations relevant to the theme. The research strictly observed the ethical precepts applicable to studies with human beings, ensuring the secrecy and confidentiality of information, with approval from the ethics committee: CAAE: 82208424.7.0000.5537. Research findings showed that the decentralization of the Healthcare for People Living with HIV/AIDS has helped broaden access to diagnosis and treatment in the participating municipalities, reducing geographical barriers and strengthening care coverage. However, significant challenges persist, such as the scarcity of systematic training for health professionals, difficulties in interprofessional coordination, and structural weaknesses in decentralized services. In this scenario, permanent Health Education emerges as a fundamental strategy to qualify the performance of the workforce, aligning standards with the precepts of ministerial guidelines. Participants emphasize that the continuous provision of training, based on participatory methodologies, can help overcome existing gaps and strengthen the effectiveness of the line of care. The decentralization of the Healthcare for People Living with HIV/AIDS in the studied municipalities reveals significant advances in expanding access and territorialization of care. However, the identified challenges highlight the need for continuous investment in team qualification and service structuring. In this context, permanent Health Education emerges as a strategic pillar for strengthening interprofessional practices, contributing to the consolidation of a more resolute and equitable care network aligned with the guidelines of the Unified Health System.

  • This dissertation investigates the forms of violence at work faced by professionals in the Unified Health System (SUS), its impacts on workers' health, and the gaps in scientific production on the subject. Based on a scoping review of 26 articles published between 2006 and 2023, the study found that 69.2% of the research was conducted in the South and Southeast regions, with 65.4% linked to the field of nursing, revealing epistemic inequalities and the underrepresentation of markers such as race, gender, and territoriality. The analysis revealed that 76% of the studies treat violence in a generic way, without linking it to structural determinants, and 80.8% lack explicit theoretical foundations, limiting critical analysis. The COVID-19 pandemic catalyzed publications (15.4% in 2020), but exposed the reactive nature of the research, which naturalizes violence as an “inevitable cost” of working in the SUS. The results point to three thematic axes: (1) violence against nurses, marked by moral harassment and underreporting; (2) vulnerability in the Family Health Strategy (ESF), associated with institutional precariousness and territorial risks; (3) psychosocial impacts, such as burnout and mental disorders, often psychologized. The results also point to a fragmentation of research networks and the invisibility of voices from the North/Northeast, reinforcing an epistemicide that silences peripheral experiences. It is concluded that addressing violence in the SUS requires breaking with models that naturalize illness, transforming the system into a space where caring does not mean getting sick. The study reinforces the urgency of alliances between academia, managers, and social movements to translate evidence into practices that value the dignity of health work.

  • The teams at the Basic Health Units in the municipality of Grossos, Rio Grande do Norte, face significant challenges, particularly regarding the provision of qualified care to users with disabilities. This is due to the inexperience and lack of knowledge of health professionals, combined with other institutional issues. Objective: To propose the implementation of continuing health education initiatives with the teams at the Basic Health Units in the municipality of Grossos, Rio Grande do Norte, enabling the provision of qualified care to people with disabilities (PwD). Method: This is a qualitative study. Data collection was conducted using the focus group technique, with one group per team, for a total of five groups. Five meetings were held, one per team. The subjects of this research were all professionals working on the Primary Health Care teams at the Basic Health Units of the Health Department of the municipality of Grossos, Rio Grande do Norte, who met the inclusion criteria for the study, totaling 37 health professionals. The project was approved by the Research Ethics Committee under CAAE number 87097524.6.0000.5537 and opinion number 7.610.244. Results: Data analysis highlighted the need for training these professionals, considering the identified strengths, weaknesses, and discontinuities. Final Considerations: Data analysis enabled the achievement of the study objectives, particularly regarding the need to invest in the qualification of Primary Health Care workers to care for people with disabilities, focusing on Continuing Health Education as a driver of transformation in health practices. Furthermore, it is necessary to meet the demands of PwD within the SUS, implement public policy guidelines, and maintain prepared facilities with an adequate environment and the necessary supplies to care for this group. It is suggested that specific protocols be created/implemented to help these professionals provide continuous assistance to people with disabilities, even in adverse situations.

  • Organ and tissue donation for transplantation purposes is a topic of significant global relevance, having prompted the development of specific protocols, legal frameworks, and social awareness campaigns. However, for donation to be effectively carried out, it is essential that the death be reported to the Organ Procurement Organization (OPO) of the Transplant Center of Rio Grande do Norte, in order to enable support for the grieving family and the possibility of authorizing the procedure, a prerogative that lies exclusively with the family. This study aimed to analyze the death notification processes with potential for corneal donation in six major hospitals managed by the State Department of Public Health of Rio Grande do Norte, located in Natal/RN. The existing processes were mapped in collaboration with the responsible professionals, and the corresponding workflows were modeled using Business Process Modeling Notation (BPMN), employing Bizagi Modeler software, a recognized Business Process Management tool. The graphical representation allowed the identification of gaps and operational dysfunctions, supporting the proposal of a standardized workflow to ensure proper communication with the OPO and effective process management. This is an applied qualitative research with exploratory objectives, in which semi-structured interviews and a focus group were used as data collection instruments. The interviews enabled an understanding of the specificities of each institution, and the focus group validated the unified workflow, considering its limitations and potentials. The technical procedures included action research, bibliographic research, and documental research, and the data were analyzed using content analysis techniques, allowing for the coding, categorization, and interpretation of empirical material, with support from Google’s artificial intelligence tool Notebook LM. The relevance of this study lies in the need to reorganize the death notification processes in the investigated hospitals, aiming to increase the number of notifications, family interviews, and consequently, corneal donations, thus contributing to the reduction of the transplant waiting list in the state of Rio Grande do Norte.

  • The process of death and dying has been little studied among social service professionals. This study sought to understand the perceptions of social service professionals regarding their approach to bereaved family members and viable strategies for their development. It analyzed the work processes of these professionals; the possibilities of psychological distress and its relationship with work; and professional development regarding family grief. This is a single case study that used qualitative analysis methods and techniques with social workers from the Fortaleza Death Verification Service. Eleven semi-structured interviews were conducted with the professionals in the selected sample, and the analysis was guided by Grounded Theory (GT). The project was approved by a university Research Ethics Committee. The results demonstrate that the work of the social workers interviewed prioritizes welcoming, qualified listening, mediation, and guidance for families, albeit under a heavy emotional burden and precarious working conditions. The psychological distress inherent in this context can be collectively reinterpreted through peer cooperation, institutional appreciation, and the development of care protocols and continuing education projects. The conclusion is that valuing care and continuing education contributes to strengthening social services, reducing the psychological distress of these workers, and improving the quality of care provided to grieving families.

  • It is the responsibility of the Public Health System (Sistema Único de Saúde - SUS) to finance the acquiring of Human Resources (HR) in order for attending health and improving the development of knowledge, so that public services that are part of the public health system may serve as a field for the practice of teaching and research. The Ministry of Health has developed many strategies and policies turned to the aligning of the practice aiming the qualification of workers in order to attend better the health needs of the community and the development of the public health system. This became possible only through the inniciative of the Labor Management and Health Education Departament (Secretaria da Gestão do Trabalho e da Educação na Saúde - SGTES), which is responsible for creating the National Policy on Permanent Health Education (Política Nacional de Educação Permanente em Saúde - PNEPS). For reaching this goal is necessary to pay attention and integrate these four pillars (Teaching, Service, Management, and Social Control). The research had as an objective to analyze the integration between teaching and service in the professional training process of the academics under the State Health Management. The method used was an exploratory and also descriptive study with a qualitative approach, using field research through very well structured interviews as a data collection strategy. The target audience included students in supervised internship and also students with extracurricular activities, as well as course coordinators and internship coordinators in nursing and psychology at the Health Sciences of Trairi College (Faculdade de Ciências da Saúde - FACISA/UFRN), along with the preceptors of the service, totaling 20 participants. The study had the purpose to understand how the State Department of Public Health (Secretaria de Estado da Sáude Pública - SESAP) of Rio Grande do Norte (RN), which coordinates the management and healthcare network in the regions of the state, can influence the process of teaching and learning, having the commitment of the state service network to be a training field for workers, may they be professionals under training or students. Furthermore, the research aims to increase the importance of the fifth Regional Unit of Public Health (V URSAP) as a tool to support the conducting of the State Policy on Continuing Health Education and the integration between teaching and service offered with a focus on the state management of the Public Health System (SUS). The results indicated that the internships that occurred in the state management environment had a very significant contribution to the training of students, making them more prepared and confident about their future professional practice within the Public Health System (SUS). In addition to the argument it was understood that signalizing the potential of internships in public health scenarios combined with the integration between education and practice, according to the perspective of the actors involved in the process, it can afford the construction or revision of curricular proposals, with the purpose of training critical and reflective professionals and also make them more familiar with the community health reality. The results of this research make possible to understand the importance of the organization of work, planning and execution of actions and services from the perspective of the State/Regional management.

  • Introduction: The work of Endemic Disease Control Agents in Brazil has its earliest records in the control of diseases such as yellow fever in a more organized manner at the beginning of the 20th century. At that time, Endemic Disease Control Agents were referred to as health police and worked in a specialized manner to control specific diseases. The increasing urbanization of the population and the resulting environmental imbalance, primarily due to unplanned urban growth, led to a significant rise in vector-borne diseases. There was a process of decentralization of vector control activities initiated by the 1988 Federal Constitution and its regulatory laws, and implemented in 2000, when actions carried out by the federal government became the responsibility of the municipalities. This change presented new challenges, as it required municipalities to organize themselves to undertake these vector control efforts and establish their own teams of Endemic Combat Agents. Objective: This dissertation aims to analyze the work of Endemic Disease Control Agents in controlling arboviruses in Brazil. Methodology: A literature search was conducted to map the scientific production addressing the work of Endemic Disease Control Agents. The results were analyzed using Bardin's theoretical framework, following the steps suggested by the author. Subsequently, analyses were performed characterizing each of the listed categories, accompanied by a description of the main points found. Results: The articles demonstrated the importance of Endemic Disease Control Agents, as well as highlighting the precarious working conditions of these agents in some locations. The articles also emphasized the recognition of Endemic Disease Control Agents as healthcare professionals, but some articles also showed that there is still a long way to go to achieve recognition, not only by other healthcare workers but also by the population they serve. It is noteworthy that there are several positive aspects, both regarding the perception that Endemic Disease Control Agents have of their own work and what other stakeholders consider regarding the importance of these professionals. However, there are several points to be improved, as there is a significant stigma surrounding the category, leading to frustration and lowering self-esteem. Final Considerations: The research identified challenges such as residents’ resistance to allowing home visits, agents’ mental health issues, and the low adherence to preventive guidelines. It also highlighted the lack of training, recognition, and professional appreciation, as well as gaps in integration with Primary Health Care. As its final product, the study developed an informational booklet to strengthen the public image of Endemic Disease Control Agents and promote social co-responsibility in combating arboviruses.

  • Permanent Education (PE) is an essential tool for the qualification of health professionals, valuing their work setting, promoting team strengthening, and increasing resolutivity in the face of daily challenges, which ultimately enhances care provided to the population in Primary Health Care. This intervention project has the general objective of implementing the Permanent Health Education Center (Núcleo de Educação Permanente em Saúde - NEPS) in the Family Health Strategy (ESF) Units in the municipality of Vila Bela da Santíssima Trindade/MT. Its specific objectives seek to qualify the ESF teams through PE, strengthen teamwork, and promote the critical reflection of workers regarding their professional daily practices. The methodology was based on the four moments of Situational Strategic Planning (Planejamento Estratégico Situacional - PES) (explanatory, normative, strategic, and tactical-operational) and included the formation of a multiprofessional NEPS support group, the execution of educational workshops, the creation of permanent communication channels, and the monitoring of actions. The expected outcomes include the effective implementation of NEPS, the development of critical-reflective thinking among professionals, the capacity to identify and solve problem-situations, the integration of educational/formative actions into the work process planning, the strengthening of participatory management, and the recognition of the group's individual and collective skills. It is concluded that the proposed intervention is fundamental for institutionalizing Permanent Education within municipal management and ensuring the delivery of humanized and high-quality health care to the population of Vila Bela da Santíssima Trindade.

  • The enactment of the 1988 constitution brings profound changes to the areas of health and education, based on the expanded concept of health and points to the Unified Health System (SUS) as the attribution of organizing the training of professionals in the area. In 2003, the creation of the Health Education Work Management Secretariat (SGTES) was a milestone for the development of strategies and projects related to the training and development of workers, among them the Project Experiences and Internships in the Reality of the Single System of Health - VER-SUS/Brazil. In Rio Grande do Norte, the first edition of VERSUS Potiguar was developed and coordinated by the State Secretariat for Public Health, with the aim of contributing to the training of future health workers. The experience took place from June 3 to 11, 2022, simultaneously in three Health Regions of the state, under the articulation of the Regional Commissions for Integration of Teaching and Service and Higher Education Institutions. Given the innovative character of the initiative, this work seeks to contribute to the institutional evaluation of the project. The study aims to evaluate the contributions of VERSUS Potiguar to health training in the state of Rio Grande do Norte. This is an exploratory study with a qualitative approach. The research is carried out with teachers, linked to partner Education Institutions, facilitators, organizing committee and students participating in VERSUS Potiguar. Data collection was carried out between June 2022 and April 2023. Quantitative data and characterization of the participants were extracted from the database of the selection system of the Health Secretariat, used for enrollment of students. Qualitative data were collected using an electronic form and a consolidation matrix used in a workshop. Quantitative data were analyzed with the aid of the google spreadsheets tool and for the qualitative data Bardin's content analysis will be performed. VERSUS Potiguar proved to be a unique strategy regarding the discussion on training for work in health, through the immersion experienced by students in the reality of the SUS. The report and manifestations of the participants throughout their experience show the potential to cause consequences in their academic training and in their future performance.

  • Permanent Health Education is an important issue in favor of recognizing and building responses to the needs and demands of the population. Thus, the objective was to discuss the contribution of the Bipartite Intermanagement Commission/RN (CIB/RN) for the implementation of the policy of permanent education in health, having as analytical references the agenda of the Ministry of Health, ordinances and documents produced on Permanent Education in Health (EPS) at CIB/RN. To this end, a descriptive, exploratory study was conducted through document analysis of the minutes and deliberations of the CIB/RN. The data captured in the documents were organized in an Excel® spreadsheet, version 2008, allowing the identification of themes discussed and deliberated in the committee in the period from 2018 to 2021. therefore, map categories of analysis. Through content analysis, the CIB RN discussion agenda was identified regarding the object of health, planning, investment projects, management of health education and permanent education actions. There was a prevalence in the deliberations of themes related to infrastructure and construction for health and in the minutes the theme of qualification and training of workers, managers, and representatives of social control and regulations for the development of the Policy of Permanent Education in Health (PEPS) predominated. in the state. The CIB/RN has acted in the formulation of public policies consisting of a decision-making space for strategic themes for the policy of permanent education in health, dialoguing with the agenda of the Ministry of Health, ordinances and documents produced on EPS, to promote health of the population in line with the principles of the Unified Health System (SUS).

  • Health Education contemplates meaningful, problematizing learning and proposes strategies for the collective construction of knowledge. Among this large area, there is Permanent Education in Health, which develops educational practices focused on solving concrete problems, and as a team seeks alternatives for transforming the work process to achieve more effective and efficient results. In the present dissertation, we sought to deepen about the absence of prenatal care for men, and the possible strategies to be implemented with health professionals, to favor the participation of the partner. The objective of the study was to build a proposal for a training course on men's prenatal care for health professionals in the Basic Units of a municipality in the interior of Rio Grande do Norte. This is a methodological study, carried out in two stages. Developed respecting the ethical foundations of Resolutions nº 466/2012 and ethically approved by opinion number 5,463,151. The first stage, carried out in August 2023, took place through a descriptive-exploratory study with a qualitative approach, in the municipality of Riachuelo, in Rio Grande do Norte, 13 pregnant women, 13 parents and 23 health professionals were interviewed, four nurses, two physicians, six nursing technicians and 11 community health agents. Through content analysis, the following thematic axes related to the perception of the participants in relation to prenatal care for men emerged: Importance of the presence of the man/father in the prenatal consultation; Difficulties for the participation of the man/father in the prenatal consultation; Use of health education to facilitate the father/man's participation in prenatal care; Professional training for the implementation of quality prenatal care for men. In view of the perceptions and needs indicated by the participants regarding men's prenatal care, together with the regulations of the Ministry of Health, the second stage was followed, in which a proposal for a course was built to meet the identified demand for Permanent Education. The course addresses content and uses educational practices focused on solving the problem, through discussions and development of team skills. So that the collectively built knowledge is applied in practice and collaborates for the transformation of the work process, in order to achieve more effective and efficient results in humanized and quality assistance to men in prenatal care.

  • The reality of work shows a recent transformation through rapid modernization in the world of work. The pandemic context due to Covid-19, caused by the New Coronavirus (Sars-Cov-2), enhances these changes, directly affecting the work processes in health, and, consequently, the health of the worker. This research has as its general objective "Analyzing Occupational Health in the Unified Health System during and after the Covid-19 pandemic from the perspective of Occupational Health management centers at the municipal and state levels of Rio Grande do Norte." For that, an observational and descriptive study was developed, with a qualitative approach, in the case study type. The study was carried out at the Municipal Health Department of Natal and at the State Department of Public Health of Rio Grande do Norte, both located in the city of Natal, capital of the State of Rio Grande do Norte, northeastern Brazil, with the participating subjects being the professionals who make up the management centers in the field of workers' health in both secretariats. The instrument used for data collection was an individual semi-structured interview and the data obtained were analyzed using the Content Analysis technique. The narratives were categorized into six core meanings, which dealt with: 1. The potentialities that emerged from and during the Covid-19 pandemic; 2. Strategies used in workers' health during the Covid-19 health crisis; 3. The challenges experienced in the field of occupational health in the face of the Covid-19 global crisis; 4. Post-pandemic and its consequences, considering the perspective of remote work; 5. The main needs of the worker's health in the north of Rio Grande do Sul; and 6. Worker's health policy(ies). The analysis of the speeches highlighted the use of PPE and its relationship with the Permanent Education processes, as a potentiality and the projects supported by the worker's self-care, as an important strategy. Lack of knowledge regarding Covid-19 was highlighted as a major challenge and the organization and management of telework was highlighted when referring to post-pandemic developments. An emerging need pointed out for the field of Occupational Health in RN is the strengthening of mental health at work. Regarding the Occupational Health Policy, it is highlighted that it is seen as a relevant initiative to guarantee the health of workers, however, there is a perception that the policy is not yet fully implemented in practice, mainly due to bureaucratic and budgetary obstacles. It is noteworthy that the study was carried out at the municipal and state levels and presented converging results. It is hoped that the results of this study will promote an expanded knowledge about the field of Occupational Health, especially in the post-pandemic context.

  • This study aimed to analyze whether the training offered between 2017 and 2022 was suitable for the development of managerial competencies among the managers of the Regional Hospital of Mato Grosso do Sul. We identified the established competencies and the necessary development to reduce the gap and improve the quality of care provided. To achieve this objective, the research adopted an applied methodology with a deductive and exploratory approach to meet specific purpose. Documentary research was used as the data collection method. The locus of the study is the Regional Hospital of Mato Grosso do Sul, which serves patients referred for medium and high complexity care in the Health Care Network. It is managed by the State but is part of the regionalized and hierarchical network of the Municipal Health Department of Campo Grande and its microregion of health. The hospital is classified as a large-sized facility, with 2,266 employees, including 1,713 permanent civil servants, 535 temporary workers, and 18 commissioned positions. Additionally, we identified that 100% of managerial positions are occupied by career civil servants. To assess the development needs of professionals and managers in the hospital, with the aim of improving the quality of care provided to the population, we found that the Competency Management Program is used to try to train and develop the necessary competencies to reduce the gap between institutional and individual competencies, leading to better performance among all professionals, whether managers or workers. The research findings will contribute to the Regional Hospital of Mato Grosso do Sul updating its people development policy to align it with the necessary competencies for satisfactory performance. Another positive aspect of the study is its potential to serve as a reference for defining competencies for hospital managers, enabling the competency management model to achieve differentiated results in organizations that implement it.

  • Hospitals are complex organizations that offer medium and high complexity health services. The professionals who work in this service live daily with work overload, lack of personnel, long shifts, shortage of inputs and equipment, inadequate physical structures, insufficient beds, overcrowding, wage gap, fragility in relationships, among others. This research aims to know the profile of leaves due to illness among employees of a public hospital in the State of Alagoas. This is a descriptive, cross-sectional study with a quantitative approach. The target population consisted of all hospital workers who, from May 2020 to December 2021, had leave due to illness registered in the Cadastral Information System of the General Hospital of the State of Alagoas/HGE, which have sociodemographic, clinical and occupational information of workers. The HGE is the largest public hospital in the state, a gateway to urgency and emergency type III. Data were tabulated in Excel software and analyzed via JASP 0.16.4 (JASP TEAM, 2023). Inferential tests were performed to investigate the association between the number of leaves per ICD-10 group, using the Kruskal-Walis test. The χ² test was performed, with a significance level of 5% (p < 0.05), when cells had a number of observations lower than 5, Fisher's exact test was used. The results showed a high number of absences due to illness among health workers at the institution, more frequently in the nursing category and among non-permanent workers. With regard to diseases, those of the musculoskeletal system were more frequent. Knowing the causes of absenteeism due to illness associated with health workers provides subsidies to establish prevention and health promotion strategies at work. It is believed that the health of these workers is neglected, which is also reflected in the quality of care provided to the patient. Knowing the profile of the worker's illness is essential, since it allows the situational diagnosis, contributes to the recognition of risk factors and helps in intervention strategies aimed at improving working conditions, quality of life and reducing work leave.

  • The health of health workers is closely related to working conditions. Nursing is considered one of the occupations with the highest risk of tension and illness. The study will aim to investigate the relationship between working conditions and the health of nursing professionals in the hospital network in Brazil. It will be an integrative literature review study, the searches will take place in the Virtual Health Library (VHL) in the LILACS, BDENF and MEDLINE databases. Articles available from 2017 to 2022 will be included, using the descriptors: Nursing Professionals; Work conditions; Hospitals in Brazil; Workers health. From this research, selected studies will be presented according to authors, objectives, type of study, results and conclusions. Thus, this research will serve as a basis for understanding the factors that interfere with the health of nurslng professlonals who work In a hospital environment and will promote public policies that encompass this issue, serving as a basis for future studies.

  • Who is interested in the good performance of the Unified Health System (SUS)? In a historical context of influences contrary to the implementation of the SUS, this research initially proposed to shed light on such facts so that it could identify mechanisms present in the health policy arena, since the establishment of the new republic in the country. identified problem, addresses the need to induce relationships with private institutions to respect and add to the structures already achieved by the SUS – and not merely to favor itself –, proposing the challenge of applying a study, based on the deepening of models currently used in the SUS, focusing on the organization of Health Care Networks (RAS), more specifically the Outpatient Secondary Care Point Model (PASA Model), raising the following research question as a guiding axis: “How does the Point of Care Model Can secondary outpatient care enhance the development of telehealth projects developed by private institutions in the SUS?” This is qualitative-quantitative research that proposed the development of an instrument in a checklist format and the use of a Likert scale to obtain evidence of content validity, measured using the instrument's Content Validity Index (CVI), adopting 0.78 is used as a minimum reference value. Through meetings with the Expert Committee, the PASA Model was adapted to a virtual model, in the format of a checklist, containing 41 items. The items reached agreement between the evaluating judges, with the instrument reaching an index of 0.99, therefore considered to have good content validity for the proposed purposes. Its results are intended for SUS health managers to take ownership of the elements covered, using them, if applicable, in future telehealth projects developed by private initiatives, aiming to enhance them, with an emphasis on implementing and strengthening the RAS. In addition, its results meet the interest of encouraging private companies to, at a minimum, consider the structures and models already consolidated in the SUS, making it impossible for their actions to focus solely on the market's own interests.

  • The area of work management and health education plays a crucial role in promoting policies that value work, workers and democratize work relations in the context of the Unified Health System (SUS). This area encompasses activities such as staffing, workforce planning, work process management, and employee development. In the state of Potiguar, the State Department of Public Health (SESAP) assumes the role of conducting health policy, covering eight health regions and their municipalities. In this geographically branched context, the management of work and health education needs to use fast and secure information to understand and plan actions according to the needs of the territories. The information systems currently used by the Coordination of Labor Management and Health Education (CGTES) generate large volumes of data, which are isolated in different databases, making it difficult to communicate and integrate this information, which, in turn, makes decision-making difficult. As a strategy to reverse this scenario, CGTES implemented an Observatory as a tool to support decision-making. The Observatory allows an integrated and systemic view of the information contained in different information systems, and makes it possible to identify trends, gaps and opportunities for improving policies and actions in the area. The research intends to shed light on how the Observatory was structured, which actors and actresses were essential, their perceptions about its implementation process and their views on the preliminary results. Thus, we intend to present a historical account of the implementation of the Observatory of Work Management and Health Education within the scope of the State Health Department of Rio Grande do Norte. For this, the methodological focus adopted was documentary and descriptive research, with an exploratory approach, with emphasis on qualitative techniques. Documental collections and a focus group were carried out for the survey of inputs, these were analyzed in the light of Bardin. The results reveal a history of construction crossed by a pandemic, the strong presence of the support of the National Council of Health Secretaries (CONASS) and the Pan American Health Organization (PAHO) as drivers of the creation of the GTES Observatory, the profile of the team who worked on the implementation, the progress in the development of information systems for the area, the greater organization of information related to personnel expenses, strengths and weaknesses during the construction process, the initial repercussions of the information made available, its reflexes in decision-making , its capacity to support the strengthening of health regions and, finally, the vision of the future.

  • The pandemic caused by the coronavirus (SARS-CoV-2) has created a global public health emergency. As a central element was the role of health workers in facing the pandemic and fighting COVID-19, and protection for professionals who worked on the front lines to preserve their physical and mental health should be included in this context. The present research has the general objective of analyzing the regulations and protocols published in the face of the COVID-19 pandemic by the Government of the State of Mato Grosso/Secretariat of State of Health, comparing them with the recommendations and technical guidelines of OPAS/OMS/BRAZIL regarding the health of the health worker. The specific objectives are to systematize the technical guidelines regarding the health of the health worker made available by OPAS/OMS/BRAZIL during the period of coping with the COVID-19 pandemic; map the regulations and protocols related to the health of the health worker made available in publications by the Government of the State of Mato Grosso/Secretariat of State of Health, during the confrontation with the COVID-19 pandemic; to compare the norms and protocols adopted by the Government of the State of Mato Grosso/Secretary of State of Health with the technical guidelines of OPAS/OMS/BRAZIL, regarding the health of the health worker in the period of coping with the COVID-19 pandemic. This is qualitative research with a documentary approach to the regulations and protocols adopted for the health of health workers in the context of the COVID-19 pandemic, in the years 2020 to 2021. 11 Technical Guidelines from OPAS/OMS/BRAZIL and 23 Regulations published by the State Executive, referring to the theme of workers' health, were selected for analysis. This research has the scope of strengthening the discussion about the protection of the health of the health worker in the State Department of Health of Mato Grosso.

  • Some studies show how psychological suffering is manifested among health professionals enrolled in residency courses in the health area (medical, multiprofessional and others) and highlight its evidence through some indicators that associate it with the context of training. Among physicians, the prevalence of anxiety, depression and suicide disorders is higher than in the general population. This research aims to analyze and understand the psychological suffering of professionals enrolled in health residences during the training process, through an integrative review of the literature, with an exploratory design. For the identification of relevant studies, the databases will be consulted: Scientific Electronic Library Online (SCIELO), System Online (MEDLINE); Virtual Health Library (VHL); Latin American and Caribbean Literature in Health Sciences (LILACS).  For the analysis of the results and synthesis of the articles, a synoptic table will be made to expose the findings, constituting a single database, to facilitate the management of the information found. Some tables and graphs will be developed that will be fundamental for the presentation of the results achieved in the analysis of the texts, answering the guiding questions present in the general and specific objectives of this study. The research seeks to subsidize educational institutions, residency programs and health services to take the necessary measures to improve the quality of life and reduce the psychological suffering of these professionals in the process of training.

  • This documentary research addresses the significance of Health Education and the National Policy of Permanent Education in Health (PNEPS) within the context of the Unified Health System (SUS) in Brazil. It highlights the SUS's role in promoting health education, workforce management, and healthcare professional training. The establishment of the Manaus Public Health School (ESAP) is noted as a crucial milestone for healthcare professionals' training and development in the municipality, focusing on Primary Health Care.ESAP provides courses and educational programs to enhance professional practices and strengthen the integration of teaching, service, and the community. The research aims to analyze ESAP's role in consolidating Manaus' Municipal Policy of Permanent Education in Health (PMEPS). Employing a qualitative approach, the study uses documentary research as the data collection method.Documentary research enables in-depth analysis of previously recorded materials, such as texts, images, and reports. Documents were sourced from public outlets, including the Manaus Municipal Health Secretariat website, Ministry of Health publications, and normative documents in the Official Gazette of the Municipality.

    The collected data underwent analysis using Bardin's content analysis technique. This process involved pre-analysis, material exploration (coding), and result treatment (categorization, inferences, and interpretations). Record units were identified and organized into analytical matrices following the guidelines of the National Policy of Permanent Education in Health and Manaus Municipal Health Policy.The study encompassed 49 documents relevant to the research's guiding questions, selected based on inclusion and exclusion criteria. It highlights that Manaus' Municipal Policy of Permanent Education in Health primarily aims to enhance continuous healthcare professionals' training. To achieve this goal, the policy seeks alignment with the national policy and integration of relevant theoretical principles for healthcare service enhancement in the region.This policy is based on essential principles like comprehensiveness, interprofessionality, social participation, and valuing healthcare work. These principles guide educational actions that consider the whole human being, fostering collaboration among healthcare professionals.The development of Permanent Health Education at ESAP/Manaus faces significant challenges, notably the lack of financial resources limiting the provision of various educational activities. Additionally, ensuring healthcare professionals' involvement and providing adequate infrastructure and logistics are crucial hurdles to overcome.Despite these challenges, there are opportunities to be explored. The institution can establish strategic partnerships, leverage technological innovation, and conduct periodic assessments of activities. These actions have the potential to attract additional resources, broaden the reach of permanent education activities, and facilitate continuous program improvements.By overcoming challenges and implementing effective strategies, ESAP/Manaus can create a lasting impact on community health, positioning itself as a leader in continual healthcare service improvement and professional development. Manaus' Municipal Policy of Permanent Education in Health is a recent example of success, showcasing how participatory engagement can lead to more comprehensive and effective policies. With widespread stakeholder involvement, this policy has the potential to meet community needs, offering quality healthcare professional education, promoting social control, and enhancing healthcare service quality in Manaus. This collaborative participation model can serve as inspiration for other regions and sectors interested in developing more inclusive and effective public policies.

  • Interprofessional Health Education – (IHE) as a necessary approach to qualify integrated health surveillance actions in primary care. The study aimed to systematize a professional qualification strategy in health surveillance based on the theoretical-conceptual and methodological references of interprofessional education. This is a descriptive action research, with a qualitative approach. The research was carried out in three subsequent stages in the primary health care settings of a city, which is the headquarters of the Ninth Health Management Area in the backlands of state of Paraiba. In the first stage, a semi-structured interview was carried out with 23 participants and, in the second and third stages, focus groups were formed and the SOCKS technique was applied to the study subjects. The last step resulted in the systematization of a professional qualification strategy directed at HS professionals. The data collected came from the application of a semi-structured interview, focus groups and the SOCKS technique involving professionals linked to health surveillance and primary health care. The data was analyzed using the Categorical Thematic Content Analysis proposed by Bardin. After treatment and analysis of the speeches produced in the semi-structured interviews and focus groups, four thematic units emerged by analysis categories: “Character of health surveillance actions”; “Necessary skills for interprofessional work in health surveillance”; “Collaboration and networking as premises of the HS work process” and “Barriers to interprofessional collaboration in health surveillance”. From the thematic units, subcategories emerged. The discussions were shaped by the reality of HS in the context of PHC, from the perspective of the dimensions of interprofessionality, ensuring reflective and coherent moments according to the objectives of the action research. The results of the interactions and reports of the actors that were transcribed gave greater visibility to the problems that permeate primary care and consequently the HS work process. The professional qualification strategy for health surveillance presented in this study was designed based on the theoretical-conceptual and methodological references of interprofessional education, taking into account the possibilities of applying active learning methodologies. The proposal includes ten workshops and presents central elements of the process of developing interprofessional communication skills, focusing on the health surveillance work process. The themes/topics, expected skills, learning objectives, methodology, learning theory and assessment were described and the duration was estimated at 120 minutes to complete each stage. The study draws attention to the need to rethink possibilities for implementing the PNVS by promoting a discussion based on interprofessionality and health care models that value comprehensive care in the SUS. There is an urgent need for debates and the formulation of innovative initiatives to strengthen the HS in the country through IHE. In this sense, interprofessional health education presents itself as a useful and appropriate approach for the scenario under study, considering that interprofessional communication promotes shared spaces for action, with interdependence and co-responsibility of practices.

  • In Brazil, diversity management emerged in the 80s, advocating the need to include women, blacks and homosexuals in the world of work. However, the trans and transvestite population has a low level of inclusion in the world of work, especially formal work, due to low levels of education, stigmatization and social prejudice. The aim is therefore to construct, validate and apply a questionnaire to assess diversity management practices in healthcare organizations with a focus on the gender identity of the trans and transvestite population. To this end, an evaluation study will be carried out between may and november 2023. The methodological path includes the phases of structuring subsidized by integrative literature review in three electronic databases (SCIELO, LILACS, PUBMED), content validation by consensus of three specialists in the area of gender and sexuality selected for convenience and application of the validated with managers working in human resources/management of work and education in health secretariat of state for public health, located in the city of mossoró/rn. The study presents partial results relating to the instrument's structuring phase. At the end of the study, it is hoped to obtain a reliable and valid questionnaire to enable analysis of the challenges to the process of social inclusion of the trans and transvestite population in health organizations.

  • Introduction: Continuing Health Education can be understood as learning at work,
    where learning and teaching are incorporated into the daily lives of organizations
    and work, based on meaningful learning and the possibility of transforming
    professional practices. Objective: To analyze the trajectory of EPS in the state of
    Maranhão in the period from 2012 to 2022, based on the identification and mapping
    of secondary-level technical professional training and professional qualifications
    developed by ETSUS/ESP and demonstrate EPS actions in the Maranhão scenario
    through an application prototype. Methodology: This is a descriptive study, with
    documentary research and a quali-quanti approach. The study scenario for this
    research was defined considering the public institutional character and the
    professional training developed at ETSUS/MA and ESP/MA. Analysis: The data was
    analyzed based on the categorization of: nature of the offer; training institution/
    regional health/ municipality; educational offer and the number of trained/trained students. Results: 67 educational offers were found, 7 of which were mid-level technical training offers and 60 professional qualification offers, reaching a total of 3,247 students trained in technical training and 45,346 students trained in professional qualifications, with a total of 48,593 trained in the decade . Conclusion: Weakness in the systematization of data and the need for monitoring mechanisms were observed in the documents. The application is a powerful and innovative instrument that reaches the managerial, technological and decision-making dimensions in this process. To conduct EPS in the state of Maranhão it is necessary to understand it and make it a protagonist in this SUS that is learned, in this SUS that is taught.

  • Several studies point to the high prevalence of psychological distress among health professionals working in ICUs. This evidence is worrying, as it affects the mental health and quality of life of this workforce that intends to care for critically ill patients, such as the one that occurred after the COVID-19 pandemic period. The search for strategies to improve the quality of life of workers and the work process has been salutary, in order to prevent psychic illness, as well as to understand the perception of care and the development of a new culture of valuing life in this population. . This research aims to identify the occurrence of psychic suffering and mental disorders among health professionals in a public hospital in São Luís, and its association with the work process in the pandemic context generated by the "coronavirus disease" - COVID-19 , based on the perception of the actors involved. The work will be a single case study that will approach, through methods and techniques of qualitative analysis, the understanding of the signs and symptoms that produce changes in the quality of life and in the work process. With regard to the specific objectives, the search for identifying the nature of the psychological distress manifested by the health professionals interviewed and whether they associate these forms of suffering with the work process in assisting people affected by COVID-19 stand out. Finally, as a product, the study aims to produce a Standard Operating Protocol, contributing to the notification, referral and creation of strategies in the mental health care of ICU workers.   • The National Support Program for Oncological Care was a program developed by the Ministry of Health to encourage actions and services included by non-profit entities, associations and private foundations in the field of oncology. Among the oncological care actions to be supported with funds raised through PRONON, it includes the field of education, training and improvement of human resources for professionals working in the health area. General objective: to analyze the meanings and contributions of educational actions, taught by the National Support Program for Oncological Care, for graduates and institutions. Method: This is an exploratory descriptive study of a qualitative nature, whose theoretical framework will be guided by theoretical budgets that support the National Policy on Permanent Education in Health. Expected Results: It is estimated that they will be able to point out contributions to the educational actions both for the professionals who participated and for the executing institutions of the project. And from the difficult aspects, contributions to the development of actions, and also intends to leave some suggestions for the continuation of the National Support Program for Oncological Care (PRONON) and services involved. Final Considerations: Highlight the culture of the theme, explain how the objectives were achieved and highlight some aspects of the research findings. Consider the limitation of the study to have worked only two regions and hope that the study encourages other researchers to expand to non-surviving regions. From the analysis of the data, some suggestions may arise for the National Support Program for Oncological Care (PRONON) and institutions executing the actions.

  • Permanent Health Education (EPS), as a training and development strategy for workers for the Unified Health System (SUS), was established as a policy in 2004, through ordinance no. 198, and redefined by ordinance no. 1. 996 of 2007. It aims to contribute to the necessary transformation of work processes and health practices, in accordance with the principles of decentralization of the SUS, which define guidelines and strategies for the implementation of the National Policy for Permanent Education in Health ( PNEPS), establishing the Permanent Teaching-Service Integration Commissions (CIES) as permanent bodies that participate in the formulation, conduct and development of PNEPS. In this sense, this research aimed to contribute to the process of implementing the Permanent Commission for Teaching-Service Integration (CIES) in the Imperatriz health region, aiming to strengthen the National Policy for Permanent Health Education (PNEPS) in the state of Maranhão. . This is an Action Research with an evaluative study, whose theoretical framework is based on the assumptions of PNEPS. The subjects participating in this research were managers, workers, representatives of educational institutions with courses in the area of health and social control in the SUS, who participate in the Teaching-Service and community integration processes. The data were collected during the interventions and the workshop with the central theme Permanent Education in Health, from April to October 2023, which made it possible to identify the profile of these participants and their perceptions about PNEPS, in addition to contributing to the implementation of CIES Imperatriz/MA Region. As a product, a Guidance booklet was created on how to implement a Regional CIES. The results point to some weaknesses in relation to the mastery of some PNEPS contents by research participants and the importance of training the SUS workforce in relation to the tools for operationalizing EPS. It is expected that the results of this research can support strategies for strengthening Permanent Health Education in the State of Maranhão, as well as for the establishment of CIES in all Health Regions

  • The research aims to analyze how the qualification of professionals who work in work processes at the State Regulation Complex has been the subject of discussions and deliberations by the Bipartite Intermanagers Commission over the last 10 years. This theme is justified by the need to draw the attention of SUS managers to the complexity of the regulators' work, in a context of insufficient services, and to debate the importance of qualifying these professionals, understanding Permanent Health Education as the most appropriate support for promote changes in practices based on the problematization of reality. This is a socio-historical study with a qualitative approach, which used the documentary research method as a source method for data collection. The research allowed us to understand the problems surrounding the implementation of the State Regulation Complex of the State of Rio Grande do Norte, enabling the construction of a timeline with the main events related to the process. The results demonstrate that the importance of the qualification of professionals who work in the Work processes of the State Regulation Complex with a focus on professional performance is not emphasized, but rather on the safety of the regulatory process. It is a fact that managers hold discussions focused on work processes, without, however, making any assessment whether the professionals who make up the teams in this sector are qualified to carry out these work processes. It is hoped that the study can contribute to the State developing its ongoing health education plan for the teams of the State Regulation Complex, including the themes discussed by managers, along with the needs identified by professionals in their daily work. It is suggested that a State Regulation Policy be drawn up seeking to overcome the weaknesses of internal regulations, in line with national regulations.

  • IIntroduction: In the Brazilian reality, the theoretical and methodological bases of EIP provide elements to supply the requirement of the contemporary world and promote the integrality of health care, contributing to the qualification of health professionals to team as work. Interprofessionality was the focus of the ninth pet-health edict to advise them to learn as a teamwork, through integration-teaching-service and the development of collaborative skills. In this scenario, it seeks to demonstrate elements that allow reflection on interprofessionality and collaborative competencies, through the perception of students participating in the ninth pet-health/interprofessionality edict. Objective: To identify the availability of students who participated in the edition of PET-Saúde Interprofessionality for interbranch education and collaborative interbranch practices. ning Scale (RIPLS). Methodology: This study is characterized as a quantitative method research, which is part of an exploratory-descriptive perspective in relation to backed in the objectives, based on concept collected through the application of the instrument for collecting data on interbranch health education, Readiness for interbranch Learning Scale (RIPLS). Results found: From the items analysis, the positivity of education interbranch health was disclosed, with regard to collaboration and teamwork induced by the participation of the ninth pet-health/interprofessionality edict and a certain fragility regarding the clarity of definition of roles, the need for greater definition of professional autonomy and the valorization of the patient's opinion to participate in care. Final considerations: Variety collaborative competencies were developed for integrality of care from the analysis of availability for interbranch education and interbranch practices and from the analysis of the strengths and weaknesses found, perceived the need that is still necessary the creation the support of this stimulus for the effective integration of knowledge and much still necessary for the progression and institutionalization of the perspective of interbranch in the practice.

    This study aimed to identify and map publications on work management related to Patient Safety in Primary Health Care. The Scoping Review method was used, with data collected on December 23, 2021, in 5 national and international databases, using eligibility criteria. 52 publications were selected from a total of 643 which came up in the initial search. The main findings are related to the categories culture, practices, employees, and services. The global relevance of the theme that addresses Patient Safety in Primary Health Care is made evident. Therefore, knowledge gaps persist, which requires the expansion of research and encouragement for more studies to be carried out.

  • The object of the study is the search for rationalizing measures for the use of the specialized hospital medical workforce (SHMW) in a public hospital, aiming to organize monitoring parameters. This is a study in the area of health work management and is characterized as action research, of an interventional nature, using the medical specialty of traumatology and orthopedics as a pilot experience. It proposes the creation of a Monitoring Matrix for this workforce, within the scope of the State Department of Health of Rio Grande do Norte (SESAP), with well-defined stages, relating the dimensioning of the workforce to the production of procedures, as well as the bed occupancy rate and analyzing the relationship between production and other elements of the work process, such as frequency and absenteeism. The intervention intends, through the implementation of the monitoring matrix, to expand the capacity of analysis about this workforce and its deliveries regarding the production of procedures, feeding back the sizing parameters, involving other technical areas of SESAP in the analysis, such as planning, health care, and regulation, causing changes in the Care Network. It is also intended that the organization of information in this area will support the Situation Room of Work Management, subsidizing more assertive decision-making by the Management of SESAP.

  • Introduction: The degree in public health must be critical-reflective to respond to the challenges of today's society. Thus, to be consistent with this vision comes the proposal of a learning and assessment modality that is out of the ordinary: the portfolio emerges as a promising proposal to respond to the current demands, being its construction guided and composed by strategies of the active teaching-learning methodology, aiming at the necessary competences for future sanitarians, guided by transversal axes of competence. The research aims to evaluate the trajectory of students of a lato sensu postgraduate course in public health at Public Health School Dr. Jorge David Nasser using the portfolio as an evaluative instrument. Method: documentary research was carried out with mixed analysis of qualitative and quantitative data, document analysis research, with a mixed character, based on data collection, carried out from April to October 2021 from the portfolio of the subjects involved. Results: the use of the portfolio as an evaluation tool has provided students with a critical reflection of the knowledge built during the course and the students' motivation to change work processes and continue to learn. Thus, the use of the assessment tool portfolio responds, at least partially, to the need for critical and reflective training of health professionals. Conclusion: the use of active teaching-learning methodologies for the formation of the student and the consequent use of the portfolio as an evaluative tool in this process. The use of the evaluative portfolio strengthens and contributes to students' self-confidence, self-knowledge and development of reflective competence throughout the training process, in addition to providing theoretical-practical dialogue aimed at the profile of the professional to be trained.

  • The State Schools of Public Health (SSPH) are responsible for formulating and/or executing programs and politics aimed at qualifying health workers. Therefore, they play an important role in the implementation and strengthening of the Unified Health System (known as SUS – Sistema Único de Saúde). The previously mentioned schools were the focus of the study, and this work aimed to analyze their contributions to the services’ qualification provided by SUS. Using the qualitative approach, the research was carried out in two stages, using different methodological procedures with two types of data collection: documentary research and interviews. The documents’ analysis aimed to know the mission of the SSPH. The interviews with the directors and teachers intended to observe whether, in their perception, the educational actions developed are planned considering what is recommended by the National Policy for Permanent Education (NPPE). In the interviews with the States Health Secretaries of the SSPH included in the study, as well as the directors and teachers, it was sought to know their perception about the role and contribution of Schools to the health services in their States. By integrating, articulating and analyzing this rich set of information, it was possible to identify, according to the perception of its professors, directors and state health secretaries, the contribution of SSPH to health services. According to the interviewees, these Schools have significantly contributed to health professionals qualification and, for this reason, their work is recognized by SUS workers and managers. At the same time, they are Schools that face the challenge of insufficient resources, both financial and personnel. In this confrontation, they rely on the commitment and responsibility of their professionals. This research made it possible to know these Schools, that are committed to the principles and guidelines of SUS, and the work they develop, based on Permanent Health Education and, consequently, their contributions to the strengthening of SUS.

  • On May 22, 2018, the Núcleos de Atenção à Segurança e à Saúde do Trabalhador e da Trabalhadora (NASSTs) were established, through ordinance nº 136/GS/SESAP. Through the ordinance in SEI nº 2931, of October 15, 2020, the Núcleo Estadual de Atenção à Segurança e à Saúde do Trabalhador e da Trabalhadora (NESST) was implemented in order to advise, regulate, plan, coordinate, establish guidelines and to integrate the actions in the areas of occupational health that are developed by the NASSTs. Given this situation, the objective of this dissertation was to analyze the implementation and the main contributions of NESST-SESAP. This study is configured as action research, which has a collaborative character and an analytical approach. The intervention took place in stages and the first was the situational diagnosis of the NASSTs, to guide the initial actions of the NESST. In the second moment, the process of implantation of the State Nucleus of Attention to the Safety and Health of the Worker is described. In turn, in the third stage, the strengths and weaknesses of the NESST were presented, according to the representatives of the NESSTs. In the last step, the dimensioning by Unidades Regionais de Saúde (URSAP) is presented, which includes the existing centers, according to minimum dimensioning and regional dimensioning. In addition, units that do not yet have NASST are listed. Therefore, the importance of strengthening and articulating occupational health care policies in the state of Rio Grande do Sul was verified.

  • This research deals with one of the most powerful and complex practices in health work management: personnel dimensioning. The objectives of this study are to highlight the contributions of dimensioning to the management of work in public health institutions; to identify the scientific production related to dimensioning in the area of Work Management; to identify how the personnel dimensioning methodology has been used in public health institutions, in addition to understanding the reasons that lead health institutions to implement the dimensioning practice. An integrative literature review was carried out on the theme of workforce dimensioning, with emphasis on the health area. The purpose of identifying practical experiences and conceptually deepening the subject has as its objective image to present to the Secretary's manager a planning instrument that, when applied, can avoid the excessive supply of professionals, identify possible insufficiencies related to the number of personnel, identify technical information needed to expand managerial skills and support managers' decision-making, with a view to ensuring the best execution of the work and efficiency in the provision of services. It is believed that the systematization and analysis of experiences regarding the practice of staff dimensioning in health, recorded in the literature, can help health departments that have not yet elected such a practice to start their implementation processes.

  • This is a master's project linked to the Professional Master's Degree in Management, Work, Education and Health at the Federal University of Rio Grande do Norte. Its objective is to promote the qualification of the educational activities of health professionals who work in the field of Primary Health Care and Professional Training, critically reflecting their own work based on the principles, logics and tools of Popular Education in Health. The present study had a qualitative approach, of the action-research type, consisted in the development of a Popular Education in Health workshop using Popular Education in Health materials related to the theme of Women's Health produced by the researcher. 1. Production of educational material, 2. Development of workshops, 3. Adequacy of materials to the proposals of professional evaluators,4. Sending educational materials to a sample of women, 5. Adequacy of materials to users' observations. Regarding the production phase of educational materials, these were elaborated from a traditional bibliographic review on the themes: Breastfeeding, gestational grief, the importance of the doula in the process of pregnancy and giving birth, and obstetric violence. After preparation, these materials were evaluated by health professionals participating in the training workshop. To carry out the workshops, an invitation was sent to the superintendent of primary health care (PHC) in the state of Maranhão, who could send up to 5 health professionals who work in the PHC, and are willing to participate in the research. In addition to these professionals, the workshop will feature the participation of 5 professionals from the School of Public Health of the State of Maranhão. The training workshop took place in June 2021, with two virtual meetings. Each meeting lasted an hour and a half and took place remotely using Google Meet. The workshop meetings were planned, and articles and text about PNEPS were used; educational material prepared by the researcher related to the theme of women's health; dynamics to sensitize participants to the possibilities of developing Popular Education activities in women's health in the workplace. Also in the workshop, a dialogic discussion was conducted on the educational materials on women's health produced by the researcher in order to enable an evaluation of these materials. By email and via Google Forms®, along with the educational materials, the Informed Consent Form was sent, explaining the objectives of the study, the professional's form of participation and request for a virtual subscription in case of accepting the participation. After this individual evaluation, there was a specific moment in the workshop to make an evaluation of the materials. Based on the results of this evaluation, adaptations were made to the materials. In general, the workshop meetings will have as central themes: “Knowing Popular Education in Health”, “Strengthening popular education in women's health” and “Putting into practice what was learned”. All workshop meetings were recorded, and so participants will have to consent to the use of voice and image by signing an authorization term. After the workshop and its two meetings, the materials were sent to a sample of women who have characteristics to the target audience of the materials. The data collected in the questionnaires were analyzed descriptively from the calculation of the absolute and relative frequencies of the variables.

  • Continuing Education in Health is characterized by the practice of learning in the service, bringing the proposal to face the problems of reality through prior knowledge acquired through life experiences, thus becoming a meaningful learning experience. It has as its premise, for the planning and survey of gaps in the training and development of workers, the health needs of users of the Unified Health System. The implementation of this strategy, in the State of Acre, took place in 2004 by the State Secretariat of Saúde do Acre, with the creation of the Department of Education and Research, there are currently 10 Centers implemented. Thus, this research aimed to analyze the process of implementation and development of the Centers for Continuing Health Education in the State of Acre, its weaknesses and potential. This is an exploratory descriptive study of a qualitative nature, using a semi-structured interview with 10 coordinators of the permanent education centers of the state health units. Two categories resulted from the analysis: Conception of the Center for Continuing Education in Health and Implementation of the Center for Continuing Education in Health. of these and their strengths and weaknesses. It is concluded that, despite the potential identified in the developed actions, there are still several weaknesses, such as the lack of monitoring and evaluation of the EPS activities and the lack of qualification for the professionals who work in the coordination of the centers. Thus, it is suggested that a refresher course on Permanent Health Education be held for the coordinators, to strengthen the process of implementation of the National Policy on Permanent Health Education within the State of Acre, and contribute to the policy of expansion of these cores for units in the interior of the state

  • The present study aims to verify how the use and potentialities of Active Methodologies – AM - can contribute and be configured into strategies for the (re) signification of the Continuing Education Centers - NEPS, in the health services of the State of Paraíba. Method: Descriptive, exploratory, qualitative approach. Research setting: Paraíba State hospital network, where the NEPS are located. Research Subjects: Eight coordinators of the NEPS of the services of the State of Paraíba belonging to I and II Macro-regions, I Health Macro-region with headquarters in João Pessoa, II Health Macro-region with headquarters in Campina Grande. Data Collection Period: July 27, 2021 to August 17, 2021. The collected data were analyzed using the thematic content analysis method, from which four categories resulted: Characterization of the NEPS Participants; Conception of permanent health education of the NEPS coordinators, Implementation and development of the NEPS and Potentialities of the use of Active Methodologies in the NEPS educational actions. Results: The categories provided the debate about how the use and potentialities of Active Methodologies can contribute to the (re)signification of the Permanent Education Centers, of the State of Paraíba. Final considerations: Data analysis made it possible to reach the objectives of the study, especially regarding the possibilities of active methodologies to contribute to changes in the training proposals for professionals of the Nuclei of Continuing Education in Health - NEPS, of the Health Services of the State of Paraíba. Thus, a course is proposed that may contribute to changes in the training proposals for professionals of the NEPS of the health services of the state of Paraíba and promote the debate on the meaning and re-signification of the proposals of continuing education in health in the light of references on Active Methodologies.

  • Introduction: For health planning, it is necessary to recognize, monitor and assess the dynamics of territories, the health production process and the social health needs of the population. Health indicators constitute one of the references for analyzing the health situation in a given territory and can be used as an instrument in favor of work management, as they are the result of the workforce available in the territory. Objective: to analyze the relationship between the supply of workforce, services and health indicators for the state of Tocantins. Methods: This is a quantitative research with a descriptive character of secondary data from the agreement system of the Unified Health System of Tocantins. The analysis period comprises January 2014 to December 2017. Two axes were analyzed: Axis 1 – Workforce and Assistance Coverage and Axis 2 – Attention and Service Offer. The indicators included in this research were: 1) Population Coverage – Primary Care Team; 2) Population Coverage – Estimated by Oral Health teams. 3) Proportion of admissions for sensitive primary care conditions; 4) Average supervised toothbrushing collective action; 5) Proportion of tooth extractions in relation to preventive procedures; 6) Proportion of live births to mothers with 7 or more prenatal visits; 7) Infant Mortality; 8) Maternal Mortality; 9) Ratio of cervical cytopathological tests in women aged 25 to 64 years and the same age group. For the analysis of municipal indicators, choroleptic maps were produced indicating the distribution of indicators according to the intensity of the colors. To analyze the spatial bivariate relationship between the indicators, the local Bivariate Moran test was applied and to analyze this relationship in a multivariate analysis, the Skater technique or regionalization method was applied. Results: Regarding Oral Health Team Coverage, there was no change in the offer in the state of Tocantins, with few cities in critical condition (with less than 49.99%). The supervised brushing actions, on the other hand, undergo a reduction of actions over four years in part of the state's municipalities. Regarding the proportion of tooth extractions, there were 28 municipalities in 2014 and it rose to 26 in 2017 in the red classification. Regarding family health care coverage in Tocantins, 127 municipalities in 2014 and 126 municipalities in 2017 had 100% coverage. And in relation to the proportion of Hospitalization for Sensitive Conditions to Primary Care, over the four years there was a reduction in the number of cities in the red and orange classification. From 2015 onwards, there was a collapse of the analysis network of the materials collected to carry out the screening for cervical cancer, showing that the availability of the workforce does not translate into guaranteeing access to the exam in a timely manner. Over the four years, there was an improvement in prenatal care, but there was an increase in the number of municipalities that registered maternal deaths. In MoranMap, the overlap between the high coverage of primary care and the low number of maternal deaths stands out. This finding was corroborated in the Scater map, where cluster 1 shows the municipalities with high coverage of AB, high proportion of prenatal care and the lowest rates of maternal death. Conclusions: it was shown that the supply of the workforce and services is related to health outcomes. With this, the Regulation and Work Management can use these indicators for technical support with the creation of alert panels, for the discussion on work management and organization.

  • The School of Public Health of the State of Maranhão (ESP/MA) is dedicated to the training and qualification of health workers to meet the needs of the SUS, developing, among other strategies, training programs, professional training and improvement. From the perspective of Continuing Health Education (EPS) and in the context of the new Coronavirus pandemic, ESP/MA offered the hybrid modality of the Community Health Agent Technical course. Then, this research project aims to evaluate the effectiveness of hybrid training of the community health agent's technical course offered by the School of Public Health of Maranhão under the students' perception. Therefore, a descriptive study of a quantitative approach will be developed in the character of a census where the student's perception will be captured through a questionnaire with closed questions applied via Google forms®. The target population foresaw the participation of 254 students in the research, who experienced the course in this teaching modality, however we had a total participation of 85 course participants. The questionnaire contained 14 questions, containing information on the characterization of the sociodemographic profile, such as: age, gender, education, residence, time in the profession, knowledge and difficulties encountered in monitoring classes online, and whether this type of teaching and the material teaching adopted by the school in the face of the pandemic scenario was satisfactory for the acquiring knowledge related to the area under study and evaluation of its performance in the activities carried out. Data will be analyzed using measures of central tendency, using graphic resources for this descriptive representation. Most respondents were between 30 and 49 years of age, totaling 71.7%. This could lead to difficulty with hybrid teaching and a negative course review. But, the general evaluation of the course showed that there were no difficulties in the students' perception. The great professional experience of the respondents, with at least 10 years, with 97.1% in total, and they consider that the course content contributed to their performance as a Community Health Agent is very significant regarding the inference about the quality of the course. With the completion of this study, it is intended to contribute to overcome the challenges and barriers for the implementation of hybrid education, helping the continuous improvement of training processes for the Unified Health System (SUS). Despite the positive results, investments should be made in reducing digital barriers, especially in municipalities with a predominance of rural areas and more distant from large urban centers, as these would be the potential beneficiaries in the post-pandemic growing hybrid modality of COVID-19 in the processes of continuing and permanent education.

  • This research addresses aspects of teaching-service integration in the context of the COVID-19 pandemic. It aims to analyze the teaching-service integration as a strategy for Continuing Education in Health, in the fight against COVID-19 in services of the Escola Rede de Saúde Municipal, João Pessoa. The methodological approach classifies it as an exploratory, comprehensive-interpretive study with a qualitative approach. Its setting is the Santa Isabel Municipal Hospital, the Epidemiological Surveillance Management, the Telehealth Center for Coronavirus Prevention Guidelines - services from the SMS/JP Health Network that carry out actions to combat COVID-19, and are also spaces for practice of Educational Institutions. Data were collected through semi-structured interviews and focus groups, carried out with service managers, health professionals, internship coordinators and students. The results express that the teaching-service integration is a strategy of permanent health education, considering the articulation between the actors of the service and of the educational institutions, causing the development of a critical-reflective look at the service, correlating with everyday life and the daily life of the territories, developing spaces for listening, support between professionals and students, learning, evolution and growth.

  • Continuing Education in Health comprises the process of learning at work, based on the premise of meaningful learning and the possibility of transforming professional practices and even the organization of work. The National Policy on Continuing Education in Health is one of the structuring policies of the Unified Health System. In the State of Santa Catarina, this policy is currently managed by the School of Public Health, of the State Department of Health of Santa Catarina, in front of the challenges in the context of the COVID-19 pandemic, in March 2020 a training space was created in the “EducaSaudeSC” Virtual Environment, with the objective of training, updating and streamlining information about the pandemic for health professionals who are in care at patients with Covid-19. The present study is a descriptive research whose procedures used refer to the action research of document analysis, with the objective of analyzing the contributions of the use of the Virtual Learning Environment EducaSaúdeSC for health workers in the State of Santa Catarina, in the context of the COVID-19 pandemic.   • This project it´s about ethics in the context of public organizations, built on two major pillars: the Brazilian Federal Constitution and the legal framework of the Ethics Management System of the Federal Executive Power. For the performance of functions, the servers, in addition to technical qualification, need political and ethical skills. Considering problems related to fragility referring to ethical posture in work processes, this research has as its general objective to analyze the conceptions about ethics in the public service of employees of the Department of Health Work Management (DEGTS), belonging to the Secretary of Work Management and Health Education (SGTES) of the Ministry of Health (MS). As specific objectives, this research propose to describe the profile of the research participants, understand the meanings of ethics and public ethics for (DEGTS) servers and identify the importance and difficulties for the exercise of work ethics developed. This is an exploratory research using a qualitative approach. Data collection will be performed through semi-structured interviews with servers working in DEGTS. The information will be analyzed through content analysis, in the thematic analysis modality. It is expected that the results of the research provide subsidies of analysis and reflections to assist future decisions related to the subject studied, considering the perspective of disseminating the importance of implementation with ethical precepts that strengthen the performance of the servers.

  • This research addresses the topic of working conditions and its implications for workers' health, having as a starting point the understanding that work can be considered a source of satisfaction, self-fulfillment, maintenance of interpersonal relationships and survival, but it can also be a source of suffering, pain and frustration. With the Ministry of Health's Emergency Operations Center for Covid-19 as a setting, the research has as its general objective to analyze the working conditions and their impacts on the health of the team at the Covid-19 Emergency Operations Center. As specific objectives, this study aims to map the sociodemographic and labor profile of the Covid-19 Emergency Operations Center team and to identify the stressors originating in the work environment. This is a descriptive and exploratory research with a qualitative approach. Data collection was carried out through a structured questionnaire with members of the COE. It is expected that the results of the research provide support for analysis and reflections to help health managers in planning actions to promote the health of workers, with a view to mobilizing resources and proposals for improvements.
