SUMMARY:

Public security services are intended to preserve public order and the safety of people and property, being essential to the exercise of all fundamental rights, as their formal enunciation in the Constitution is not enough, and it is necessary for the State to act through intervention active, which is done through police activity, which has a monopoly on the legitimate use of force. This public administration activity, however, requires specific controls to maintain the framework of the Democratic Rule of Law. The study examines these controls from the perspective of the rules for interpreting public law contained in the Law of Introduction to the Norms of Brazilian Law. To this end, applied research methodology was used with a qualitative approach, exploratory objective and bibliographic and jurisprudential review. It is expected that the result achieved will contribute to a better understanding of the control of police activity, in its various modalities, regarding its legal foundations, objectives, limits and potential and, above all, to the increase of legal security.
