SUMMARY:

The treatment given to women in Western society has been subordination to the male gender for millennia. Likewise, white people receive treatment, and occupy a position in the social pyramid, with greater privileges, consequently also having economic advantages when compared to black people. These factors, when combined, make women, already major victims of discrimination and violence based on their gender, make the treatment they receive even more invisible, representing the majority of the more than a thousand femicides that occur per year. In this way, seeking to identify ways to achieve effectiveness in public policies to combat violence against all women, regardless of their race, social class and regionality, it was considered appropriate to investigate the evolution of the condition of Western women throughout the history of humanity, to then unravel the cooperation actions of the Inter-American System in the face of the situation, since it is a human right, universal and inalienable, with repercussions in different spheres and in different ways in society. Aiming to achieve these general and specific objectives, respectively, a bibliographical and jurisprudential research was carried out, with a qualitative-quantitative and deductive approach, from which it was verified the need for public policies to consider the particularities of each woman's profile and the scenario in which it is inserted, there is no need to talk about generalist measures capable of reaching all profiles of women, but rather particular measures, which consider the profile of women in their context of race, social class, regionality and the like for implementation of public policies and real protection for all women.
