SUMMARY:

Man's relationship with nature permeates throughout history, since the emergence of humanity, being a decisive factor in the social and political organization of civilizations. Currently, we live the result of this interaction, which for many times was harmful and irresponsible, causing the increase in the temperature of the planet to levels that are less and less bearable by man. Bearing in mind the need to restore such an environmental balance, the international community has, for decades, sought through successive international commitments to promote the protection of the environment and combat degradation. However, it was only after the Conference of the Parties that took place in Paris (COP 21), at the end of 2015, that the Paris Agreement was adopted, initiating a new phase in the international climate regime, marked by greater cooperation international level, thanks to a more flexible structure, which now sets the main goal of keeping global warming below 2 degrees celsius, seeking further efforts to limit it to 1.5 degrees celsius above pre-industrial levels. Another innovation by the Agreement was not to limit the responsibility for combating global warming only to the National States, for this reason, in its preamble, it the importance of the cooperation responsibility of the cities, recognizing them as aggregating actors, in leading the States to increase the capacity of tackling climate change. Therefore, the present study intends, from a qualitative and quantitative type of research, to analyze the responsibility and performance of the city of Natal/RN in the fight against global warming and its adverse effects, using methodological procedures such as exploratory research, with consultation in print and electronic media, based on access to documents and official virtual portals of national and international bodies, as well as national and international doctrine.
