PUBLIC SAFETY, HEALTH AND EDUCATION BUDGETS IN THE STATES AND THE FEDERAL DISTRICT (2002-2019): AN ANALYSIS OF BUDGET EXECUTION WITH THE SUPPORT OF THE PUNCTUATED EQUILIBRIUM THEORY

The analysis of the public budget is fundamental for understanding the choices of governments and the trajectory of public policies. Actions in the areas of public security, health and education are the responsibility of the Federal Government and the Brazilian States. The budgetary studies that investigate the Union, the Brazilian States and Municipalities, are notably technical. The general objective of the research is to analyze whether the allocations of resources in the budgets of public security, health and education in the States and in the Federal District, in the period from 2002 to 2019, were carried out based on a process of stability or interruptions (scores) , with the support of the Punctuated Equilibrium Theory. Budget execution data were extracted from the website of the National Treasury Secretariat (STN) in May 2020. The analyzes will be carried out with the updated data for May 30, 2020 and using the Kolmogorov-Smirnov and Shapiro-Wilk Tests to test the normality of resource allocations.
