SUMMARY:

The project examines the spatial and demographic impacts of the expansion of wind energy developments in the Mato Grande region, in the state of Rio Grande do Norte, taking as its analytical axis the interactions between population, space, and environment within the context of Brazil’s energy transition. It is based on the hypothesis that the siting of wind turbines is not sociodemographically neutral, influencing patterns of population distribution, household organization, and mobility dynamics in predominantly rural areas. The research draws on official secondary data sources—including the Brazilian Demographic Censuses conducted by IBGE (2000, 2010, and 2022), the Rio Grande do Norte Wind Atlas, MapBiomas, and ANEEL’s Electricity Generation Information Database—alongside municipal and intramunicipal socioeconomic indicators, administrative records, and other secondary information sources. The methodological approach integrates spatial analysis techniques such as Exploratory Spatial Data Analysis (ESDA), Moran’s Index, Local Indicators of Spatial Association (LISA), cluster modeling, and buffer zones. These methods make it possible to identify patterns of proximity between wind turbines and residential clusters, as well as their associations with sociodemographic and environmental indicators over the period 2010–2022, at the intra-urban scale. The study aims to discuss the limitations of the Brazilian regulatory framework with regard to the incorporation of demographic criteria into environmental licensing processes, and to propose alternatives to mitigate existing socioenvironmental impacts in the Mato Grande region of Rio Grande do Norte. The findings are expected to contribute to the debate on energy planning and territorial justice, refining parameters for the installation of wind energy projects in socially vulnerable territories.
