Brain Waste or Brain Gain? An Analysis of the Professional Reintegration of Brazilian Returnees from Europe

The return migration of skilled professionals represents a strategic phenomenon for Brazil, oscillating between the potential for "brain gain" and the risk of "brain waste." This doctoral dissertation is anchored in the latter, and its central objective is to analyze the determinants and challenges in the professional reintegration of Brazilians with higher education who return from Europe. To this end, a mixed-methods approach is adopted, which integrates the analysis of large-scale census data with the qualitative analysis of in-depth semi-structured interviews conducted with skilled returnees. The sample selection will be guided by the criterion of theoretical saturation, and the data analysis will follow the principles of thematic content analysis. It is expected, through this, to develop a diagnosis of the absorptive capacity of the Brazilian labor market and to propose recommendations for the formulation of public policies aimed at mitigating talent waste and promoting its retention in the country.
